On August 12, Chen Jianguang, Deputy General Manager and member of the Party Leadership Group of China Minmetals, Secretary of the Party Committee of MCC, and Chairman of MCC and China MCC, went to CERI to investigate the implementation of the "Five Special Actions," organized an on-site symposium to listen to relevant work reports, affirmed the achievements of China ENFI in implementing the "Five Special Actions," and put forward three requirements for the next step focusing on the three aspects of "strengthening problem-oriented thinking, improving long-term mechanisms and systems, and intensifying incentive and constraint orientation."
First, raise awareness and achieve overall consideration. We should take the "Five Special Actions" as an important channel for implementation of the "Five Types of China Minmetals" and the "Five Major Action Plans" of China Minmetals and an important measure to benchmark against the world, and truly integrate them into the high-quality enterprise development; we should clarify the intrinsic relationship of "Five Special Actions" and coordinate the work of points and aspects and the work at present and in the future; we should combine the "Five Special Actions" with the enterprise"s daily basic management to dialectically study and judge the situation and flexibly handle problems on the basis of adhering to bottom-line thinking and red-line thinking.
Second, take real actions and seize details We should implement responsibilities at all levels in a problem-oriented manner and form an indicator system that is "measurable, quantifiable, assessable and inspiring", so that each link and process has a responsible person and is put in place; we should establish and improve long-term mechanisms that are systematic, scientific, standardized, and effective, and continuously enhance the level of institutionalization and standardization of all work; we should arouse entrepreneurial enthusiasm of employees and officers through effective incentive and constraint mechanisms, and vigorously promote the work style of real practice and solid work.
Third, make continuous efforts and keep moving We should deeply understand the essence of the "Five Special Actions", that is, take the basic management seriously, to promote high-quality development, and we must grasp them well as a long-term task. On the one hand, we should make unremitting efforts in improving systems, institutions and teams. On the other hand, we should also adapt to the development and changes with time and locations, constantly consolidate the hard-won development achievements after the enterprise transformation and upgrading, and continue to lay a solid foundation for the high-quality development of "Beautiful MCC."
