On June 24, Guo Wenqing, General Manager and Deputy Secretary of the Party Group and Chairman of China Matallurgical Group (MCC), and concurrently Chairman of MCC, presided over the 20th General Manager's Office Meeting of China Minmetals in 2020, and listened to reports on COVID-19 epidemic prevention and control, production and operation of enterprises including Las Bambas, Kinsevere Copper Mine, Ramu NiCo, Duddar Lead-zinc Mine, Hunan Nonferrous Metals Holding Group Co., Ltd., Minmetals Mining Holdings Limited, Minmetals Luzhong Mining Co., Ltd., China Tungsten and Hightech Materials Co., Ltd., China Minmetals Rare Earth Co., Ltd., and Heilongjiang Graphite Ore. The meeting also made deployments to stabilize the production of mine enterprises at home and abroad against the epidemic prevention and control.
The meeting listened to the relevant reports from the Prevention and Control Office of the China Minmetals and various mine enterprises. The meeting held that the current epidemic is still spreading around the world. When General Secretary Xi Jinping met with the President of the Council of Europe and the President of the European Commission at the Extraordinary China-Africa Summit on Solidarity Against COVID-19, he emphasized that the Chinese people have worked hard and paid a huge price to control the domestic epidemic, but still faced the rebound pressure. The world under the impact of the epidemic is undergoing profound changes and is facing more unstable and uncertain factors. Since the outbreak of the epidemic, China Minmetals has been closely following the decision-making and deployment of the Party Central Committee, focusing on the implementation with rapid response and action, accurately grasping the characteristics of different stages, and putting forward targeted requirements in time. The judgment that "the epidemic will be defeated by us in the end, our days will continue, we will continue to enjoy our life as usual" plays a key role in strengthening confidence and stabilizing people's hearts. China Minmetals decisively implemented such powerful measures as semi-militarized closed management of overseas mines, 24-hour all-round health management of overseas employees, optimizing and adjusting the production plan to cope with the sharp drop in commodity prices, and stabilizing the basic market of production and operation, and achieved good results in the overall stable situation of epidemic prevention and control. As of the end of May, all the business indicators of China Minmetals have been completed well, and high-quality operation has been achieved.
The meeting made six requirements on relevant work:
First, it is necessary to further enhance the political awareness and make overall plans to do all the work under the new situation of normalization of epidemic prevention and control. Facing the situation of normalization of epidemic prevention and control, China Minmetals should be well prepared for long-term response and work, and improve its ability to adapt to the normalization situation. The key to the development of an enterprise lies in people. It is necessary to select and match a strong leadership team, let professionals and people with practical experience manage the enterprise, and appoint capable persons. Leaders should improve themselves, enhance their ability to resist pressure, work concentration and toughness, and give full play to the role of "backbone" and "indicator".
Second, it is necessary to implement various measures to prevent and control the normalized epidemic situation. The Prevention and Control Office of China Minmetals and MCC should play a good role as "wartime headquarters" as always. Enterprises should fully understand the long-term and complex nature of epidemic prevention and control, and must not have any paralysis, war-weariness, luck or relaxation. Overseas mines should continue to implement semi-militarized closed management, further strengthen the materials guarantee of epidemic prevention, strictly organize personnel rotation, epidemic prevention testing, charter flights and other work according to their own conditions, and earnestly do a good job in communication of employees with their domestic families. It is necessary to study and establish rotation training bases for overseas projects.
Third, it is necessary to adhere to the bottom-line thinking, strengthen the epidemic risk assessment, market analysis and judgment, and continue to stabilize the fundamentals of production and operation. We must resolutely put risk prevention at the forefront, accurately grasp the characteristics and development stages of business forms on the basis of doing a good job in risk research and judgment, and earnestly stabilize the fundamentals of enterprise development. According to the periodic changes of the industry situation, we should assess the situation, take advantage of the trend, expand the brand, and strive to nurture new opportunities in the crisis and open new bureaus in the changing situation.
Fourth, it is necessary to continue stabilizing production to ensure the orderly and uninterrupted mine production. The leading group of mine enterprises should carry forward the spirit of "nailing nails", stick to the front line, take the lead, and do a solid job in the management of on-site production, so as to not only insist on steady production without stopping work, but also rationally arrange the production rhythm and optimize the production plan with the benefit as the focus. In the special period, MCC should strengthen its mission, seize the favorable market opportunities, increase both quantity and quality, and "supplement shortage with abundance", and play the role of "ballast stone" at the critical moment.
Fifth, great efforts should be made to further reduce the cost of mines and enhance the competitiveness of core businesses. In accordance with the requirements of "production should enter the optimization and upgrading period", we should carry out special actions to improve quality and efficiency, increase centralized procurement, reduce equipment maintenance costs, strictly control new investment, and reduce non-productive management expenses.
Sixth, we must persist in high-end and green development, and take the initiative to plan for long-term prosperity and security. It is necessary to vigorously promote the construction of smart mines and green mines, improve operational efficiency and sustainable development capability, and seize the opportunity window of declining valuation of mining assets at home and abroad during the epidemic period. Make new breakthroughs in resource acquisition at low cost according to the standard of "excellent quality of resources and cash flow of projects". The relevant departments and enterprises at the headquarters should take the initiative to strengthen the tracking, research and discovery opportunities, make the main business of metal minerals stronger and better, and effectively enhance the development potential of China Minmetals.
