According to Guo Wenqing, after the outbreak of COVID-19, the CPC Central Committee with General Secretary Xi Jinping at its core has made many important instructions and deployments. Under the command and deployment of General Secretary Xi, the CPC Central Committee and the State Council have carried out many far-sighted strategic measures and effective organizational measures. Guo Wenqing seriously listened to the reports of China First Metallurgical Group Co., Ltd., WISDRI Engineering & Research Incorporation Ltd. (WISDRI), Wuhan Surveying Geotechnical Research Institute Co., Ltd. (WSGRI) and other subsidiaries in Wuhan on epidemic prevention and control and the resumption of work and production through the telephone, learned about the treatment of confirmed cases among employees, detailedly asked about the difficulties of the subsidiaries and employees, and repeatedly urged that no effort should be spared to diagnose suspected cases and treat confirmed cases. By now, there are no critical patients in all companies. All confirmed cases are in stable health and emotional condition and are being treated in designated hospitals. The employers contact the patients every day to express concern, ask about their condition, and timely provide help to the patients and their families. China First Metallurgical Group Co., Ltd. has sent more than 3,000 project managers and workers to Wuhan and Ezhou to build medical facilities. More than 3,500 people have returned to the construction sites of the company's self-owned projects. Leaders from the company have led their teams and stationed at the construction site of each medical facility project in Hubei Province. More than 600 employees of 5 subsidiaries of WISDRI in Wuhan participated in the design of hospital renovation and construction projects in Hubei Province. In order to ensure that the normal design process will not be delayed, last week, the headquarters and all affiliated units have resumed work through telecommuting, with all employees strictly implementing the daily online clock-in and weekly work report system while working at home. At present, WSGRI is still short of epidemic prevention materials and is in an intense situation. Next, it will mainly rely on its own efforts and broaden purchasing channels to acquire enough materials. Since this Monday, all employees of WSGRI have resumed work through working at home and online clock-in. Dispatch and command centers have been established in Wuhan, Shanghai, and Guangzhou. Company leaders plan and coordinate production and operation to make sure that all leaders are at the forefront of epidemic prevention and control and operation. The three companies in Wuhan also expressed heartfelt gratitude to the headquarters and brother units for their strong support in epidemic prevention materials, saying that the headquarters' care for the staff of subsidiaries brought warmth and confidence to them in the fight against COVID-19.
Guo Wenqing also listened to the reports from the Offices of Leading Groups for Epidemic Prevention and Control of China Minmetals and MCC. On behalf of Tang Fuping, China Minmetals and MCC, Guo Wenqing fully acknowledged and highly praised the actions taken and spirit of China First Metallurgical Group Co., Ltd., WISDRI and WSGRI since the outbreak of COVID-19, expressed sincere solicitude to infected employees and their families, and expressed heartfelt gratitude and sincere greetings to all the staff members fighting at the forefront against COVID-19.
On the 29th day of the 12th lunar month, Guo Wenqing made instructions on epidemic prevention and control and issued an emergency mobilization order, calling on the staff of companies in Wuhan to unite closely together and spare no effort to fight against COVID-19. Song Zhanjiang, Xiang Mingwu, Zang Zhonghai and other major leaders of companies in Wuhan responded immediately, quickly studied and deployed epidemic prevention and control work, established a leading organ, developed plans, assigned responsibilities, and submitted brief work reports to the Group respectively that very day. In the following series of work, including construction assistance, epidemic prevention and control, and resumption of work and production, the leaders of companies in Wuhan led Party members, leaders and the masses to fight bravely against all difficulties, excellently finished all tasks, fully cooperated with local governments and participated in epidemic prevention and control work. This reflected their sense of responsibility and sense of the big picture and fully demonstrated the leadership and execution of our leaders, especially the major leaders of the three companies. This also showed that our team can be motivated and fight at the forefront in the face of emergencies, reflecting that central enterprises are the backbones and can stand up to difficulties in critical moments. Guo Wenqing made five requirements for the following scientific prevention and control and orderly resumption of production:
First, put the life and health of the masses first and do a good job in prevention, control and treatment. General Secretary Xi has emphasized several times that the life and health of the masses should be put first. The fight against COVID-19 is huge and tough. In Wuhan, we have a large number of people to concern about, including 12,000 in-service employees, their families, and the emeritus and retired. It is a great responsibility to shoulder and a tough task to deal with. China Minmetals and MCC should attach great importance to epidemic prevention and control in subsidiaries in Wuhan, strengthening both prevention and control and treatment. They should assist the hospitals and help family members of patients to treat confirmed cases, diagnose suspected cases, and provide psychological guidance and emotional comfort. Each subsidiary should continue to fully implement the prevention and control measures and deployment of China Minmetals and MCC, make sure nothing goes wrong, and make their due contribution to the full victory over COVID-19.
Second, both prevention and control and production should be paid attention to. Having gone through vicissitudes, the Chinese nation is strong and brave. We will not be defeated, destroyed nor terrified by this epidemic. We should discard the excessive insecure, and should not suspend production and focus only on self-protection due to panic. We should be confident that we will win over this epidemic. Our life will go on, and we will continue to climb the mountains and march forward. The CPC Central Committee, the State Council, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission of the State Council and other relevant ministries and commissions urged the whole country to promote the resumption of work and production in an orderly manner while making every effort to prevent and control the epidemic. Third, in this time of emergency, the leaders and Party members should always take the lead. In this key period of time, state-owned enterprises must stand out, the leadership must take the lead, and the Party flag must fly high at the forefront. Just as General Secretary Xi said, the fight against COVID-19 is a touchstone for original aspiration and responsibility. Only in key moments, in the face of major issues of principle, can we see the responsibilities of the leadership, our dedication and sense of duty, as well as our loyalty to the CPC Central Committee and General Secretary Xi. The whole Group should strengthen the publicity of typical figures on the frontline of epidemic prevention and control. For outstanding Party members and leaders in the fight against the epidemic, especially those of China First Metallurgical Group Co., Ltd. and WISDRI, publicity should be strengthened to call on the whole Group to pay respect to and learn from them. Meanwhile, leaders who do not bear the responsibility, do not take actions and do not be at the forefront, as well as those who are two-faced formalists, should be seriously inspected and held accountable with zero tolerance.
Fourth, make comprehensive plans, conduct feasible prevention and control measures, and carry out production in an orderly manner. This sudden outbreak of COVID-19 caught us off guard. Although we closely followed the CPC Central Committee, conducted prevention and control without omission, timely carried out measures such as financial support, material dispatch, coordination and assurance, our support at the frontline still needs to be strengthened. As the capacity of domestic medical material producers gradually recovered, we should continue to enlarge the purchase of masks and other epidemic prevention materials, and make overall arrangements and regularly distribute these materials to guarantee the supply. As for work resumption requirements, the Group's current provisions should be followed. The provisions should be timely altered according to changes in the situation of epidemic prevention and control. From now on, the headquarters and affiliated units of subsidiaries outside Hubei Province should ensure the normal operation of administration and offices. The leadership, department heads and their supervisors, and one-third of employees in centralized office areas should come back to work. Other employees should work online and conduct daily online clock-in. Each employee should do a work report every week, and each department, division and office every two weeks. All employees should keep away from the state of idleness, keep working, get rid of laziness, and focus on production, operation and corporate development, so as to prepare for the all-out production and operation after claiming victory over the epidemic.
Fifth, build strong confidence, shoulder responsibilities, be enthusiastic and press on. During this epidemic, many outstanding staff members have emerged, who selflessly stood out and joined the Party. The organization department should be aware of their stories in detail and vigorously promote these managers who have performed bravely at the forefront. Those who are eligible can be exceptionally appointed according to relevant procedures. The manager that is lazy, has no sense of responsibility and does not take action, and does not care about the Chinese nation and the suffering of the people, should be resolutely laid off. Countries around the world have extended helping hands to China and the international community praised China's efforts against COVID-19. It was due to the strong and united leadership of the Communist Party of China as well as the advantages of Socialism with Chinese Characteristics that we were able to mobilize so many resources in a short period of time and reach the "Chinese speed". In the face of this great challenge, confidence is the most important. We should have a firm belief that we will surely win, dare to shoulder responsibilities and take actions, be practical and do what we need to do, and support Wuhan, Hubei and the whole country with outstanding performance. In the face of difficulties and major issues of principle, all employees of China Minmetals and MCC should have a clear-cut stand and dare to take action. The leadership and Party members should take the lead and show that state-owned enterprises are backbones and can stand out at a crucial time.
