On January 6, 2020 MCC Group & China MCC Working Conference was held in Beijing. Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC attended the conference and made a speech; Zhang Zhaoxiang, member of the Party Group and Deputy General Manager of China Minmetals, MCC Group and China MCC Party Committee Secretary and MCC Group General Manager made a summary speech; Zhang Mengxing, Party Committee Deputy Secretary of MCC Group and China MCC, President of China MCC made a work report. Outside directors of China MCC and heads of China Minmetals' relevant functional departments were invited to the conference.
The important conference convenes when China Minmetals secures the victory in "achieving twofold profit increase in three steps" and unswervingly builds the world's best national team of metallurgical construction. The main task of the conference is: under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, to comprehensively implement the spirits of the 19th CPC National Congress, and the Second, Third and Fourth Plenary Sessions of the 19th CPC Central Committee, to thoroughly implement the spirit of Central Economic Work Conference and Conference of Heads of Central Enterprises, to adhere to the underlying principle of pursuing progress while ensuring stability, to take "world class" as a general goal, and take high quality and long-term prosperity and security as a general idea, to stick to its main business, to pool strength to solve key issues, and to unswervingly build the world's best national team of metallurgical construction.
Guo Wenqing made a speech with the title of "sticking to our main business, pooling strength to solve key issues, and unswervingly building the world's best national team of metallurgical construction". From a strategic and overall perspective, high-quality development as the main task, he earnestly explained the importance to unswervingly build the world's best national team of metallurgical construction based on the concept of "large metallurgy". In addition, focusing on key issues, he elaborated six aspects including industry, science and technology, market, enterprise management, risk control and team building, answered the question of how to effectively solve the problem of enterprises moving forward courageously and obtaining long-term prosperity and security, and pointed out the direction and path for the high-quality development of MCC.
Firstly, Guo Wenqing reported the production and operation of China Minmetals and MCC in 2019. He pointed out that in 2019, under the target of "achieving twofold profit increase in three steps", China Minmetals increased its production and operation steadily for four consecutive years, and continued to improve the quality of development. The steps towards "achieving twofold profit increase in three steps" are more firm, steady and wonderful. Under the circumstances of strictly controlling risks and preserving development potential, MCC continues to maintain a substantial increase in the good development trend, with business performance indicators hitting a record new high and asset quality indicators reaching the best level. It can be said that the achievements made by China Minmetals and China MCC are real and are truly high-tech and high-quality development. The achievements benefit from the leadership of the CPC Central Committee and the State Council, from the decision making by the board of directors on major issues, from the steady efforts of leaders, and from the unity and hard work of MCC staff. In these years, avoiding volatile development thinking, disunity and unstable policies of leaders, MCC follows steady, stable and progressive philosophy. Under the guidance of the development vision of "focusing on MCC's major business and making it better", MCC staff are united to think and work in one mind. MCC persists in its development strategy of "being a national team in metallurgical construction, a main force in capital construction and a leading enterprise in emerging industries as well as sticking to the journey of hi-tech and high-quality development", adheres to joint efforts towards the same goal, and marches forward steadily in the right and clear direction of development.
Guo Wenqing stressed that confronted by the complicated situation of increasing domestic and international risks, MCC should align thoughts and actions with the judgment of the CPC Central Committee on the current situation and the deployment requirements of 2020 economic work. Adhering to problem-oriented, goal-oriented and result-oriented approaches, MCC should pool efforts to run MCC's own affairs well, and to effectively solve the problem of enterprises moving forward courageously and obtaining long-term prosperity and security. In the promotion of the influence of the core competitiveness in the industry, firstly, MCC should accelerate the formation of systematic forces and continue to improve the core competitiveness of metallurgical construction. Specifically, speeding up optimizing the national team's organizational system; aiming at the world's first and giving priority to the development of core business of the first echelon; accelerating systematic integration and giving full play to the integration of the whole industry chain. Secondly, accelerating the enhancement of new momentum and continuing to build the core competitiveness of non-metallurgical business. Specifically, accelerating the building of a number of first-class enterprises; focusing on building a number of first-class brands; concentrating efforts on creating unique advantages of multi-field business integration. In terms of accelerating the formation of market technology and efficiency technology, firstly, MCC should focus on bottlenecks in development to make breakthroughs in key technologies. MCC should build a high-tech equipment industrial park, changing from selling intangible technology to tangible products. Putting products into "disaster boxes", MCC transports products to the Belt and Road and to the world. Besides, MCC should accelerate to reserve core technologies to lead the future development of the enterprise. Secondly, MCC should highlight the market-oriented strategy to promote transformation of scientific and technological achievements. Thirdly, MCC should improve the pattern of opening-up and highlight collaborative innovation. In terms of preventing the "scattered and disordered" market development, firstly, MCC should stick to a reasonable range of business and focus on the "four cores". Specifically, focusing on core business to create the leading power of metallurgical engineering market; focusing on core regions to create the most reliable and stable source of orders; focusing on core clients to create the competitive advantage of meticulous service and precise marketing; focusing on core projects to continuously enhance the influence of MCC brand. Secondly, MCC should be a firm pioneer to "go global" to effectively resolve the plight of overseas development. MCC must strengthen its confidence to go global, enhance its capacity to go into the overseas market and improve its ability to go onto the next level. In terms of comprehensively strengthening the institutional building, system building and governance ability of enterprises, MCC should build authoritative, pragmatic and efficient headquarters. Guo Wenqing emphasized in the principle of headquarters managing general affairs, the aspects needed to be managed, the way to manage them and the kind of accountability needed to be undertaken. Based on this, MCC should speed up forming the management and control pattern of "headquarters managing general affairs, motivating all parties, and making progress in a solid and orderly way". Moreover, MCC need to establish a feasible, effective and efficient institutional system, effectively optimizing institutional supply, to build more mature and typical systems; to effectively implement the system to make it more powerful. MCC also need to effectively address issues of "critical minority" to upgrade governance to orderly and high-level governance. In terms of forestalling and defusing major risks, MCC need to accurately forecast risks and seek opportunities to adjust strategies, with emphasis on shoring up weak links, solidifying foundations, promoting normalization, building mechanism, carrying out work within the limit of our resources, and doing what is appropriate and discarding what is inappropriate. Especially, MCC should have very high levels of concern for investment risks, overseas business risks, legal risks, securities compliance risks, finance risks, and safety and environmental risks, and firmly hold the bottom line of preventing strategic, systemic or disruptive risks. In terms of enhancing MCC team's competitiveness and vitality, firstly, MCC should pay much attention to cultivate young leaders to ensure the vitality of the team and the business passed down from generation to generation. Secondly, MCC should continue to promote exchanges among leaders to a regular level so as to stimulate the team's vitality and ability. Thirdly, MCC should train high-level leading talents to enhance talent competitiveness. Fourthly, MCC staff should strengthen their consciousness of mission and responsibility and keep their inner world pure. Leaders should withstand criticism and listen to suggestions; take a right attitude towards "being accused" and withstand "being accused" with clean hands; have a clear understanding of themselves and the environment; stick to honesty and avoid duplicity; have perseverance and keep composure, be devoted to work and be responsible; continue to improve their own work style. At the conference, Guo Wenqing also proposed clear requirements to strictly conduct the rectification work based on the inspection of the Central Committee, and to hew to the eight-point decision and the discipline of incorruptible business.
Zhang Zhaoxiang made a summary speech. He pointed out that the speech of Chairman Guo Wenqing was profound, thought-provoking, strategic, thoughtful and realistic, being of great and far-reaching significance to promote the sustainable and steady development of MCC. So every department should study it earnestly, understand it deeply, and carry it out creatively. According to him, MCC should make more efforts to fully highlight advantages, shore up weak links and solidify foundations, thus actively helping the enterprise make breakthroughs in high-quality development.
For the next step of MCC, Zhang Zhaoxiang emphasized two points. For one thing, MCC should implement the central leadership's instructions. Subsidiaries should thoroughly implement the major policies and decisions of the CPC Central Committee, requirements of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), and tasks of China Minmetals and MCC. MCC should focus on high-quality development and enhance the competitiveness, innovation, dominance, influence and resilience of the state-owned economy. The high-quality development of the enterprise should be achieved on the basis of realizing specific financial targets. According to the assessment system of "two kinds of profit and three kinds of rate" adjusted by the SASAC, major work of this year should be arranged to improve efficiency. It is important to implement the high-quality development of the enterprises based on risk prevention, to pay close attention to various risks and challenges confronting enterprise development, and to accurately analyze risks and effectively tackle risks. In particular, the asset-liability ratio should be effectively reduced, with asset structure and debt risk prevention and control ability being improved. For another, on the basis of comprehensively strengthening Party leadership and consolidating Party building, high-quality Party building leads the high-quality development of "Beautiful MCC". MCC should combine Party building in enterprises with its production and operation, upholding the principle of "five points to consolidate and deepen". MCC should consolidate and deepen Party's political construction, resolutely upholding the principle of "two points to safeguard"; consolidate and deepen "three basic points to build", giving full play to the functions of grass-roots Party organizations; consolidate and deepen leader group construction, encouraging leaders to shoulder their responsibilities; consolidate and deepen ideological work, extensively gathering spiritual strength; consolidate and deepen construction of the Party conduct and an honest and clean government, and anti-corruption work, creating transparency and clean governance. MCC should take the special action of "the year of consolidating and deepening Party building" as a key to accelerating Party building to improve its quality, efficiency and level, using high-quality Party building to lead the high-quality development of the enterprise. Zhang Zhaoxiang also emphasized that as the Spring Festival was approaching, all departments should pay much attention to safety production and environmental protection to ensure corporate harmony and stability.
Zhang Mengxing gave a work report entitled "forging ahead and scaling new heights to accelerate the high-quality development of MCC". It reported MCC's achievement of production and operation targets, reviewed and summarized the features and highlights of work in 2019, pointed out MCC's current shortcomings and deficiencies, briefly analyzed macroeconomic situation and industry development trend, and made arrangements for major work in 2020. According to the report, in order to ensure the achievement of the main business targets in 2020, attention should be given to 10 major tasks. Firstly, focus on marketing and further enhance the sustainability of development. Specifically, upgrade low- and mid-end marketing to high-end marketing, improve regional companies to play the incremental role, increase local market share, and accelerate breakthroughs made in overseas markets. Secondly, focus on project management and control, further improving the ability of contract fulfillment. Specifically, continue to promote the construction of the main platform for project management and control, strengthen target responsibility management, vigorously promote the smart construction site, and comprehensively help projects create excellence and win awards. Thirdly, focus on deepening reform to further stimulate enterprises. Specifically, formulate a three-year action plan, carry out pilot reform, implement mixed-ownership reform, and set up two-level structure of headquarters. Fourthly, focus on the construction of the national team, further enhancing main business. Specifically, pool human resources, gather R&D strength, integrate equipment industry and focus on pilot projects. Fifthly, focus on scientific and technological innovation, further enhancing core competitiveness. On the one hand, invest R&D in the most effective way to promote the work of repetitive improvement, enhancement and entrepreneurship. On the other hand, improve the service quality and support ability of the platform, and strive to be the owner of core patents and the maker of core standards. Sixthly, focus on reducing costs and increasing efficiency to further improve profitability. Specifically, strengthen project cost control, promote the comprehensive launch of Financial Shared Service Center, strictly control expenses, further intensify tax value creation, and tap resources to improve efficiency. Seventhly, focus on investment control to further improve business value. Specifically, focus on the management and control of fixed asset investment, equity investment, real estate investment, and business projects of investment and financing. Eighthly, focus on risk management and control and furthering accountability. Specifically, clear up defaults by a strong hand, strictly control safety and environmental risks, prevent legal cases from increasing, strengthen internal audit risk prevention and control, and enhance confidentiality and cyber security. Ninthly, focus on work style construction to improve the performance of leaders. Specifically, make a clear-cut stand in strengthening political awareness, do solid work, and think and act in one and the same way. Tenthly, focus on training talents and helping those who fall behind to further promote common development.
Guo Wenqing, Zhang Zhaoxiang and Zhang Mengxing also took the lead in making solemn promises to all staff: Starting with themselves, take the lead in strictly observing the spirit of the CPC Central Committee's eight-point decision to eradicate violations of discipline; strictly comply with Rules on Integrity of Executives of State-Owned Enterprises (Trial) to set an example of loyalty, honesty and responsibility.
During the conference, attendees had a group discussion centering around the important speech of Guo Wenqing and the work report of Zhang Mengxing; CERI, MCC2, MCC5, Shanghai Baoye and Ramu Nico Management (MCC) Limited conducted experience exchange. At the conference, the comprehensive assessment towards leaders of MCC Group and China MCC was carried out. The conference commended all excellent groups and individuals with outstanding contributions, signed the responsibility statement for Party construction assessment, the responsibility statement for the annual performance assessment and tenure assessment, and the responsibility statement for the safety and environmental protection goals. Besides, the performance demonstration movie "pursuing dreams to achieve brilliant results in 2019, fulfilling our mission to open new chapters in 2020" was released at the conference.
