On November 12, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, led a team to visit CERI for investigation and guidance, stressing that seven key issues should be deeply understood and effectively solved. At the same time, Guo had a cordial exchange with the technological personnel, delivered a speech, and encouraged the officials and staff of CERI to devote themselves to the research work and forge ahead.
At the CERI Technology Research Institute, Guo Wenqing and his delegation visited the technology research and development test area, electrical development and testing laboratory, intelligent factory laboratory, intelligent pipe gallery laboratory, simulation center and BIM center, and inquired about and understood the progress and achievements made by CERI in scientific and technological innovation in recent years, especially in major technology research and development. Guo Wenqing fully recognized the achievements of CERI in science and technology innovation, and pointed out that science and technology innovation must be carried out in pursuit of market benefits, in order to strengthen the coordination of science and technology innovation within the Group.
At the workshop, Guo Wenqing listened to the CERI’s report on the work process of the adherence to strategic guidance, comprehensively deepening reform, strengthening scientific and technological innovation, and strengthening the leadership of the CPC, and had a comprehensive understanding of the stage-wise achievements made by CERI in operation quality, market development, operation management, production organization, risk prevention and control, enterprise soft power and construction of the leading team. Guo Wenqing fully affirmed the outstanding achievements made by CERI through the steady development in past years, and thanked the management and all staff for their hard work and diligent efforts.
Taking about the subsequent work for CERI, Guo Wenqing stressed the importance to deeply understand and solve seven key issues:
First, we must have a deep understanding of General Secretary Xi Jinping's thought of raising the banner's direction and brilliant power, which should guide the enterprise to forge ahead and maintain the long time of prospect. General Secretary Xi attaches great importance to state-owned enterprises, emphasizing that state-owned enterprises are both political and economic basis for the Party Central Committee to govern the country. General Secretary Xi has made a lot of important discussions on the "going out" of state-owned enterprises, strengthening, optimizing and expanding state-owned enterprises, Party building and high-quality development of state-owned enterprises, which is the fundamental and inevitable path for us to ensure the long-term prosperity of enterprises. We should deeply understand the thought of General Secretary Xi, consciously follow the requirements of His Excellence, make headway with faith and passion, and constantly promote the reform and development of enterprises.
When the enterprise develops to a certain extent, the leading team should fully understand the different business forms and main operations of each enterprise, deeply understand the core elements and control keys that should be under the control of the command center system of the headquarters, and aim at the key points and core keys for organization structure and resource allocation. It starts from the actual conditions, and conduct in-depth research and full discussion, so that the organization arrangement is in line with both the actual conditions and characteristics of the enterprise to make sure the arrangement is pragmatic, efficient and effective.
Third, we should have a deep understanding of the role of supporting and consolidating the core market while building such market, and prevent the "scattered and disordered" market development. At present, the market is complex, conceiving a lot of risks which are difficult to be identified. Therefore, we should do the most mature, experienced and appropriate things within our reach of capability. We should do the top-level design, make clear our core operations, core market, core area and core products, concentrate on research and intensive work, and design the development path accordingly, and prevent the "scattered and disordered" market development. We should strictly control risks and achieve high-quality development.
Fourth, we should have a deep understanding of the vital importance of building the national team of metallurgical construction and the advantages of the whole industrial chain integration, and prevent the "scattered and disordered" system construction. In recent years, MCC has been committed to building the national team of metallurgical construction, forming the first-level elite team in all 19 business units of the eight segments. The first-level elite should be built for the national team, in order to consolidate the core advantages. We have solved the problem of vicious competition, but the "scattered development" is yet to be dealt with. We need to further strengthen research and mobilize the systematic strength to improve the overall efficiency of the Group.
Fifth, we should have a deep understanding of the unique role of science and technology in market leading, reform and innovation, and solve the bottleneck of development and make every effort to accelerate the formation of market science and technology and benefit technology. Science and technology have unique advantages in market leading. Technological innovation is not a mere slogan, but a real solution to the bottleneck in development. The vigorous development of CERI pipe gallery business is the concrete embodiment of the leading role of science and technology in the market. Without science and technology leading, there will be no pipe gallery market, and without science and technology leading, there will be no innovative business. CERI should continue to make clear which products are developed, and where they should be developed, so as to solve the bottlenecks and find out new growth points.
Sixth, we should have a deep understanding of the brand leading role of major taxpayers and major projects, and solve the predicament and burden of historical debts for enterprises. MCC should cultivate large taxpayers, make projects grow bigger and keep eyes on major projects; it should solve the problem of historical burden during the robust development of the enterprises, give them support or phase them out as appropriate, in order use the best resources to the most appropriate destinations. MCC should vigorously promote the reform, or change the plan if it is proved unfeasible, break barriers or obstacles, and eliminate any predicament for easier development.
Seventh, we need to realize the political necessity and urgency of training young leaders and structural adjustment of leaders, and build the leading team and revitalize their efficiency. Its political nature is reflected by the communication and structural adjustment of management proposed by the inspection tour assigned by the central government, and the urgency means there are still only a few young people in the management of the Group. We must strengthen the training of young managers, trust them, appreciate them and give them chances of development. The older managers should gradually step down and be a commander, giving way to young ones born in 1970s, or even after 1975 or 1980, solving the problems of our vitality, and open a brighter future.
Guo Wenqing also inspected and guided the development and construction of the CERI Science and Technology Park in the second office area of CERI, visited the national team of metallurgical construction exhibition of its magnificent metallurgical construction in the past seven decades and the exhibition of painting and calligraphy works of employees in the new era.
