Investigation of Intelligent Steel Demonstration Project in SAMALAJU Industrial Park, Malaysia by Zhang Mengxing

  From August 21 to 22, Zhang Mengxing, MCC President and Deputy Secretary of MCC Party Committee, visited Bintulu, Sarawak, Malaysia to investigate the intelligent steel demonstration project of SAMALAJU Industrial Park. During the visit, Zhang Mengxing visited the Chief Minister of Sarawak Datuk Patinggi Abang Johari Tun Openg, the Deputy Chief Minister Amar Awang Tengah Ali Hasan, the Chief Executive of Bintulu Port Authority Datuk Maidan  and Consul General Cheng Guangzhong of the People's Republic of China in Kuching. They had in-depth exchanges on the intelligent steel demonstration project of SAMALAJU in Malaysia and reached consensus.

  When Zhang Mengxing visited Datuk Patinggi Abang Johari Tun Openg, Chief Minister of Sarawak State, and Amar Awang Tengah Ali Hasan, Deputy Chief Minister, he fully communicated on the progress of the intelligent steel demonstration project in SAMALAJU Industrial Park. He said that the intelligent steel demonstration project in SAMALAJU Industrial Park is a key project actively promoted by MCC in response to the "Belt and Road Initiative". It is also the world's most competitive green intelligent steel demonstration base project invested by MCC with the latest metallurgical technologies, methods and modes, and it is conducive to improving Malaysia's influence and competitiveness in ASEAN steel market. MCC has been deeply engaged in the iron and steel field for more than 70 years with the leading core technologies, the integration advantage of the whole metallurgical industry chain and the practical achievements of the first application of intelligent big data in the iron and steel field. In the future, SAMALAJU intelligent steel demonstration project will surely become a benchmark project in the global steel industry, and it is hoped that Sarawak State Government will fully support the project construction in terms of land, ports and docks, labor services, taxation, etc.

  Sarawak Chief Minister Datuk Patinggi Abang Johari Tun Openg extended his thanks to Zhang Mengxing and his delegation for their special visit. He also said that the Sarawak government is very supportive of the construction of the project, and the land for construction, external electricity and water, and other basic necessities are already available. He hoped that MCC will speed up the construction of the project to inject new impetus to the local industrial development and economic construction.

  In a meeting with Datuk Maidan, Chief Executive Officer of Bintulu Port Authority, Zhang Mengxing said that MCC, as one of the earliest central enterprises in China to "go global", maintains businesses in 57 countries and regions around the world, and has more than 150 offices overseas. Among them, there are 90 offices in 32 countries along the "Belt and Road Initiative" route. The SAMALAJU intelligent steel demonstration project is jointly promoted by MCC, Hebei Wen'an Iron & Steel and other enterprises, and MCC is responsible for EPC general contracting. The whole steel production process and the most advanced information automation, energy conservation, emission reduction, recycling and other technologies will be adopted to build Malaysia's largest modern intelligent steel enterprise with advanced technology, energy conservation and environmental protection. Zhang Mengxing pointed out that logistics and transportation are indispensable to steel production. In the next step, he hoped the two sides could strengthen communication and exchanges, enhance the industrial capacity cooperation, and build new steel piers on the basis of making full use of existing piers. The two sides could achieve mutual benefit and common development through the combination of strong and complementary advantages.

  Datuk Maidan, CEO of Bintulu Port Authority, welcomed Zhang Mengxing and his delegation and gave a brief introduction to the history of the Port Authority, existing port facilities and port throughput. He pointed out that the intelligent steel demonstration project in SAMALAJU Industrial Park is currently the largest investment project in Sarawak State and it is of great significance to the development of the local port. The Port Authority will mobilize all kinds of resources and spare no efforts to well coordinate the project and ensure the timely loading and unloading of all materials and equipment. Maidan stressed that the Bintulu Port Authority attaches great importance to China's investment in the construction of steel plants in Malaysia and hopes to achieve complementary advantages, mutual benefit and win-win cooperation with MCC for joint and stronger development.

  During a meeting with Chinese Consul General Cheng Guangzhong in Kuching, Zhang Mengxing briefed on MCC and the intelligent steel demonstration project in SAMALAJU Industrial Park in Malaysia. Cheng Guangzhong briefed Zhang Mengxing and his delegation on the local social and economic development in Sarawak, Malaysia, as well as the development plan of the Sarawak Corridor of Renewable Energy and the local investment environment.

  When investigating the intelligent steel demonstration project of SAMALAJU Industrial Park, Zhang Mengxing learned from CISDI Group Co., Ltd. (CISDI) about the basic situation of the project land, boundary topography, site planning and general layout, as well as external conditions such as water, electricity and roads. Later, Zhang Mengxing presided over the three-party office meeting of Wen'an Iron & Steel, MCC and CIHC. The three parties communicated and discussed the project construction plan, pier construction, financing plan and investment approval process. Zhang said that as early as 2016, MCC, Hebei Xinwu'an Iron & Steel Group and Sarawak state government signed a cooperation framework agreement in Beijing on the Sarawak iron and steel industrial park project in Malaysia, planning to construct the SAMALAJU intelligent steel demonstration project in Malaysia. This project is another large-scale steel project invested by MCC in Malaysia after the 3.5-million-ton steel plant in Kuantan, Malaysia. It is of great significance to implement the national "Belt and Road Initiative" and promote china-malaysia industrial capacity cooperation. Zhang Mengxing stressed that through the on-site inspection, it was learned that the external conditions of the project are good, the product planning is reasonable and the market prospect is promising. He hoped that all parties could jointly promote the high-level leadership meeting and accelerate the construction of the project. In particular, all participation units of MCC must attach great importance to the project, closely cooperate, and give full play to the whole chain advantages of the steel plant such as consulting, design, equipment procurement, construction and rich experience, and try to build the project into the world's most advanced, green, environmentally friendly, and intelligent steel demonstration project, contributing again to the steady and sustained development of MCC brand in Malaysia.
