During October 17 to 18, with the coming of the 5th National Poverty Alleviation Day and the 26th International Day for the Eradication of Poverty, Guo Wenqing, General Manager of the Group Corporation, Deputy Secretary of Party Committee and President of China Metallurgical Group Corporation (MCC), went to Yanhe and Dejiang County in Guizhou Province to investigate, direct and inspect the targeted poverty alleviation. He also visited the cadres of the Group Corporation who were assigned to those two counties.
Guo Wenqing pays high attention to the targeted poverty alleviation of the Group Corporation. He delivered relevant instructions more than once and requested the Group Corporation to take targeted poverty alleviation seriously. Before his visit, Guo Wenqing organized a meeting involving relevant departments to study poverty alleviation of the Group Corporation exclusively and planned the scheduling in person.
Yanhe Tujia Autonomous County and Dejiang County are both located at the northeast corner of Guizhou Province and the northwest of Tongren City. With a coverage of 2468.8 square kilometers and a population of 680,000, Yanhe County is one of the four Single-Tujia autonomous counties in China and the only Single-Tujia autonomous county in Guizhou Province. Among its population, the number of Tujia people is 416,000 accounting for 61.2% of the total population. It is a key county in the new phrase of national poverty alleviation and development and a deep-poverty county of Guizhou Province. Up to now, the impoverished population of Yanhe County is 73,035 resulting in a poverty incidence rate of 11.92%. Dejiang County covers an area of 2072 square kilometers and its population is 560,000 consisting of 18 nations including Tujia, Han and Miao. At the end of 2017, the impoverished population of Dejiang County was 50,591 with a poverty incidence rate of 10.89%. How is the implementation of the Group Corporation's poverty alleviation projects? What are the difficulties and requirements of local people besides getting rid of poverty? How to help counties with fixed-point poverty alleviation out of poverty utilizing the features of enterprises? Guo Wenqing is deeply concerned about those questions.
During his visit, Guo Wenqing went to Yanhe County and Dejiang County successively and inspected the lighting project of Yutang Village assisted by the Group Corporation in Shazi Street, Yanhe County. Additionally, he thoroughly investigated the overall situation of poverty alleviation in Yanhe and Dejiang County and checked the resettlement sites for poor immigrants constructed by China Metallurgical Construction Engineering Group Co., Ltd on the spot in Nan Muyuan, Dejiang County. Hearing the report from the main leaders of Yanhe and Dejiang County about the poverty alleviation, Guo Wenqing said that achieving poverty alleviation and solving poverty issues around China were commitments made by the Party Central Committee with Comrade Xi as the core and were of great political significance and profound historical significance. As a central enterprise, China Minmetals Corporation will continue learning and implementing Xi Jinping thoughts on socialism with Chinese characteristics for a new era. Under the guidance of explanations about targeted poverty alleviation from President Xi, it adheres to a combination of alleviating poverty, fostering ambition and enhancing education, takes helping its counterparts with poverty alleviation as an important mission to fulfill the political, economic and social responsibilities, focuses on targeted poverty alleviation and invests more on educational poverty alleviation, industrial poverty alleviation, employment of excellent poor undergraduate and other aspects to solve problems in the long-term development of impoverished areas.
On October 17, Guo Wenqing arrived at Yutang Village, Shazi Street, Yanhe County after a four-hour bumpy drive. He investigated and checked the cultural plaza and decorating project of Cunrong Village assisted by the Group Corporation. Looking at the brand-new cultural plaza and activity center for party members, Wen Guoqing emphasized that those areas were activity bases for primary part organizations and the village party branch and village committee should give full play to activity centers in the poverty alleviation and rural revitalization of Yutang Village. Guo Wenqing felt delighted to hear the developments of Yutang Village from local cadres especially the fact that all the villagers very appreciated the assistance of the Group Corporation and he praised the poverty alleviation projects.
"How many people are in your family? How many houses and how much farmland do you own? How is your family's income? Do you have any unsolved issue?" Gou Wenqing asked a 70-year-old villager, Yang Liue. He held her hands and talked with her gently in her home. After knowing about her family and living conditions, he emphasized to the accompanying main leaders of the county and the village that they must spare efforts on industrial poverty alleviation, find the joint point between industries and poverty alleviation, make an effective top- level design for poverty alleviation, enhance blood-making poverty alleviation and realize a long-term success without poverty-returning through industrial poverty alleviation. It is important to establish poverty alleviation projects combining enterprise investments and industrial poverty alleviation, expand agricultural products bases, explore an industry model with local investments and bonus sharing operated by villagers and lift villagers out of poverty completely and permanently through the developments of industries. Taking advantage of its expertise, the Group Corporation will deepen the relationship with the two counties, seek for suitable poverty alleviation projects, promote industrial poverty alleviation and drive the development of local economy through cooperation on various projects.
He left Yanhe County when darkness fell. Guo Wenqing and the accompanying main leaders of Yanhe County and Tongren City continued discussing the specific plan for industrial poverty alleviation in the car.
In the early morning of October 18, Guo Wenqing inspected the resettlement sites for poor immigrants constructed by China Metallurgical Construction Engineering Group Co., Ltd on the spot in Nan Muyuan, Dejiang County. Shang Youjiang, Secretary of the Dejiang County Committee and the project leader introduced that the project team followed the enterprise spirit of "make full use of every minute", overcame the complex geological conditions and completed the project in 278 days rather than 2 years of normal condition. Hearing that, Guo Wenqing felt satisfied and praised the practice of resettlement across different areas to alleviate poverty. He indicated that resettlement project was related with public interests and must be implemented perfectly to reflect the responsibilities and abilities of an enterprise. The top-design of resettlement is exactly correct reflecting the general direction of poverty alleviation. He emphasized the breakthroughs on poverty alleviation projects and that China Minmetals Corporation and China Metallurgical Group Corporation should try their best to promote cooperation on poverty alleviation projects related to enterprises. Besides, the two Corporations should seek for collaborative projects in various fields including agricultural base, mineral resources, estate development, characteristic towns, beautiful countryside, traffic engineering, infrastructure construction and cultural tourism and enhance the communication and exchange.
During the period, Guo Wenqing made comments while he inspected the local situation. He communicated deeply with city/county/town/village-level cadres about industrial poverty alleviation and collaborative projects. He indicated that under the guidance of explanations about targeted poverty alleviation from President Xi, China Minmetals Corporation and China Metallurgical Group Corporation shouldered and fulfilled the responsibilities of state-owned enterprises for alleviating poverty actively following the poverty alleviation spirit of the Party Central Committee and the State Council. On the whole, they have assisted 6 targeted impoverished counties, supported the developments of Xinjiang, Tibet and Qinghai, assisted 37 units in poverty alleviation and assigned 61 cadres to work on poverty alleviation. In recent years, the Party Committee of the Group Corporation has attached great importance to the work related to poverty alleviation. In 2018, the poverty alleviation fund budget was greatly increased. The Group totally spent more than RMB 50 million on poverty alleviation, and the direct support fund for Dejiang and Yanhe counties increased by over 3 times. The county level, especially the cadres appointed for the temporary positions are required to ensure that the poverty alleviation projects will be promoted and implemented well, and the funds used well.
Guo Wenqing demanded that, for the next step, the Poverty Alleviation Office of the Group Corporation and the cadres appointed to the temporary positions should use the poverty alleviation fund in a centralized manner, avoid using extensively like “spreading pepper on to the food”. The poverty alleviation fund should be used well and effectively to reflect the characteristics and work strength of the corporation. As to the orientation of poverty alleviation, the Group Corporation should make more efforts on fostering ambition and enhancing education. The Poverty Alleviation Office and relevant divisions should work out a unified plan, make concrete implementation plans, do their best to help college students from poor households to go to school and find jobs. And the excellent college graduates among them should be employed by the Group Corporation system. Industrial development should be considered as an approach of poverty alleviation with the combination of the rural revitalization strategy. Through industrial development, it is hoped to help the villagers truly get out of poverty and develop towards well-off.
Guo Wenqing was also very concerned about the cadres who were temporarily appointed to the positions. During the investigation, he repeatedly showed his care by asking about their work and life, and asked all of them to fully understand the glory and arduous work, give full play of their role as bridges and ties, and communicate well with the Group Corporation and the designated poverty alleviation counties. They are required to conscientiously implement the poverty alleviation strategies and intentions of the Group Corporation, accelerate the communication and implementation of poverty alleviation projects, and go all out to do a good job in poverty alleviation.
Following the work requirement of the State Council Leading Group Office of Poverty Alleviation and Development and State-owned Assets Supervision and Administration Commission of the State Council (SASAC), the investigation team also inspected the Group Corporation’s use of fund for poverty alleviation.
