On the morning of August 31st, China Minmetals Corporation General Manager & Deputy Party Committee Secretary and MCC Group President & Party Committee Secretary Guo Wenqing convened and presided over a forum for enterprises in Hunan Province, and investigated and surveyed the Changyuan Lithium Anode Material Base in Changsha.
At the forum, the main principals of Nonferrous Metal, China Tungsten and High-Tech, Changsha Research Institute of Mining & Metallurgy, Zhuzhou Smelter Group Company Limited, Shuikoushan Company, MCC CIE, MCC23, Hsikwang Shan Company[A1] and other enterprises in Hunan Province reported the completion of their main economic indicators from January to August of this year, and their development measures for the next step. After listening to the reports, Guo Wenqing spoke highly of the enterprises and teams in Hunan Province, and pointed out that there have been significant changes in the overall appearance of Hunan enterprises. The leaders and cadres are in a good spiritual state of positivity and independence, exerting pressure on themselves and focusing on enterprise development. The operation conditions of the enterprises have greatly improved. He then put forward four requirements for the future development of enterprises in Hunan Province:
First, it is necessary to have faith and loyalty in our hearts, and the passionate warm blood and loyalty required for shouldering responsibilities. Since the 18th National Congress of the CPC, the Party Central Committee with Xi Jinping at its the core has held high the great banner of building socialism with Chinese characteristics, centralized the overall situation and held aloft the banner confirming the right directions, especially the directions for reform and development of state-owned enterprises. As one of the central enterprises, it is necessary to overcome all obstacles and advance courageously according to the directions pointed out by General Secretary Xi Jinping. The leaders of enterprises shall unambiguously and unswervingly emphasize political awareness, and shall not have the slightest hesitation or ambiguity in this regard. It is necessary to possess firm ideals and conviction, fill our hearts with passion warm blood for work, and take the lead in being loyal to the CPC and contributing to the country. The Group Company’s leaders and cadres at all levels must deeply learn and comprehend as well as truly understand and implement the spirit of General Secretary Xi Jinping’s series of speeches.
Second, it is necessary to exert the utmost efforts, deepen reform, determine the victory and overcome all obstacles in the final stages. China Minmetals’ enterprises in Hunan Province have many problems left over from history and many debts which cannot be delayed again and again. Now is the time to solve them, and they must be solved as soon as possible. In recent years, the Hunan Province enterprises, especially Nonferrous Metal and its subsidiary the Shuikoushan Company, Hsikwang Shan Company, Zhuzhou Smelter Group Company Limited and other enterprises, have made great efforts to carry out reform and escape poverty, but it is also necessary to exert the utmost efforts to promote reform, solve the problem of ‘the last 1 kilometer’ and truly enable the enterprises to get on track and enter a stage of continuous, steady and healthy development.
Third, it is necessary to implement entity responsibility and make great efforts to complete each project. A new project is a new economic growth point and a new source of stamina. The main leaders of the enterprises shall implement entity responsibility, dare to shoulder their responsibilities, possess a strong sense of responsibility and make great efforts to complete each project excellently.
Fourth, it is necessary to display the new images of Hunan enterprises with new concepts and new states. The solutions of many problems shall be found while the train of thought is planned. We shall continuously solve the actual problems in the work through the use of reform and innovation methods. Overly rigid systems, rules and regulations shall all be eradicated, as shall adverse factors influencing enterprise development shall. We shall create an environment of ‘big development’. The enterprises in Hunan Province shall not only establish leaders and cadres with good styles and images, but also establish a positive overall enterprise image. The enterprises shall focus on promoting the office and life conditions of their employees and satisfy their yearning for a good life in economic development under the circumstance of allowable conditions.
During the same period, Guo Wenqing and his delegation investigated and surveyed the Changsha Research Institute of Mining and Metallurgy’s new energy material business development situation, made a field visit to the Changyuan Lithium and Hunan Province Power Battery Anode Material Engineering Laboratory[A2] , visited MCC CIE’s Scientific Research and Design Industrial Park and Comprehensive Image Exhibition Hall, and interviewed and condoled employees struggling on the front line of production and scientific research.
Guo Wenqing continued that the reorganized Group Company possesses strong investment and financing capability and resource allocation capability in field research and investigation. It has linked up the full industry chain, ranging from mine acquisition to prospecting, design, construction, mining, mineral separation, smelting, logistics and trading, especially realizing integration and complementary advantages in the mineral resource field. All this has created good conditions for the new material business to realize great-leap-forward development. Later, the Group Company shall integrate its resource and technology advantages in the field, promote the coordination of Ramu Ni-Co’s nickel resources, Minmetals Salt Lake-Liping’s lithium resources and the Changsha Research Institute of Mining and Metallurgy’s new energy material technology research and development, further deepen and perfect the new material top-level design work, continuously make the platform stronger, larger and more excellent, expand new development spaces, forge whole industry chain advantages in the field of new energy materials, construct the Li-Ni-Co-Mn industrial cluster in a way which is mutually matched internally and work on becoming the new energy material industry base with the most advanced technical level and largest capacity scale in China. He hopes that the scientific research personnel will focus closely on the new material industry layout and continuous innovation of industrial development so as to make greater contributions to the Group Company’s development.
