On November 15th, China Minmetals Corporation General Manager & Party Group Deputy Secretary and MCC Chairman & Party Committee Secretary Guo Wenqing paid an official call to Prime Minister of Peru Fernando Zavala. Both sides held a meeting in a cordial and friendly atmosphere, and exchanged opinions on ensuring the stable operation of the Las Bambas Project and reinforcing their cooperation in such fields as mining industry development, municipal infrastructure construction, highway traffic, rail transit, harbor airports and industrial parks.
Guo Wenqing first expressed his gratitude for the strong support given by the Peruvian Government to the Las Bambas Project of the China Minmetals Corporation and briefly introduced the basic situation of the new China Minmetals, pointing out that China Minmetals and MCC have finished their strategic recombination and formed the integration advantages of an all-round industrial chain from resource access, prospecting, design, construction and operation to circulation. The new China Minmetals now has an asset scale of over 750 billion, and it has 240,000 on-post staff. The enterprise's strategic positioning is very explicit: to strive to build a metallic ore enterprise group that is 'the first in China and first-class in the world'. The Bambas Copper Mine is the project with the biggest investment scale in overseas mining industry investment. China Minmetals subsidiary Minmetals Resources (MMG) takes charge of the project's operation. The enterprise persistently adheres to the sustainable development strategy. The Bambas Project has invested 250 million dollars into improving the people's livelihood by funding subordinate communities. Meanwhile, the stable operation of the project not only brings in stable financial revenue for the Peruvian Government, but also drives the employment and commerce industry development of the peripheral communities.
Guo Wenqing expressed that Sino-Peru economic and trade activity is developing rapidly as a result of the establishment of the comprehensive strategic cooperation partnership between China and Peru. As one of the enterprises with the biggest investment in Peru, China Minmetals will also adhere to good will in deeply carrying out various works in mining industry development, capacity cooperation, infrastructure construction and so on. Peru has a wealth of potential opportunities. In order to show our determination and confidence in investing in Peru, we plan to build the China Minmetals South America Headquarters Building and a real estate project integrating office buildings and top-grade apartment hotels. By means of General Secretary Xi Jinping's visit to Peru, we plan to sign a memorandum of infrastructure construction investment and cooperation with the No. 5 District of the Andes, truly take root in Peru and fully serve the Peruvian people.
Zavala expressed his welcome and gratitude for the visit of Guo Wenqing and briefly introduced the basic situation of Peru's mining industry and infrastructure, pointing out that it fully manifests the high attention paid to Sino-Peruvian relations and good anticipation for the future development of the new Peruvian Government that President Kuczynski chose China as the first country to visit after taking office. He added that the mining industry is the backbone industry of the Peruvian economy, but its relatively unsupported infrastructure has hindered its development. Peru expects to deeply cooperate with China in various aspects, and the Bambas Copper Mine is significant for Peru's economic development. Peru's three-level government (namely the central government, regional government and community government) will actively cooperate with the enterprise to complete the related community works and guarantee the stable operation of the project.
Later the same day, a delegation led by Guo Wenqing visited China's Ambassador to Peru Jia Guide. Jia Guide expressed that the Sino-Peru bilateral comprehensive partnership relationship has a fine development trend that is vital for the flourishing of economic cooperation between the two countries. The Bambas Project of China Minmetals is an important highlight and flagship project. It has been widely focused upon by various circles in every stage of its construction and operation. Both the previous and present Peruvian governments have high hopes for the project. The new Kuczynski government is applying itself to developing Peru's infrastructure construction, strongly promoting national industrialized progress in such forms as promoting inter-city rail transit construction, probing into the deep processing of minerals and so on, and it hopes to deepen its cooperation with such large China-invested enterprises as China Minmetals, for which new growth points exist. Guo Wenqing expressed gratitude for the strong support of the Bambas Project and the guidance and care shown towards China Minmetals' work teams in Peru by the Chinese Embassy. He also said that China Minmetals is willing to take Peru as its strategic supporting point for its business in Latin America. He then explained the recombination of China Minmetals and MCC, and the approval of the Group enterprise to become a state-owned capital investment enterprise. Both sides also exchanged opinions on problems relevant to the communities and transport of the projects.
