Wang Yongguang Leads Group to Inspect Safety Production Work of MCC's Shanghai Branch Companies

On November 14th, according to the requirements of the China Minmetals Corporation’s Notice on Carrying out Major Inspections of Safety Production Work in the Fourth Quarter, MCC Group CPC Standing Committee Member and China MCC Deputy President Wang Yongguang led a security expert team to respectively inspect the safety management system operation, rules and regulations construction and implementation, safety education training, safety inspection and emergency rescue procedures of the MCC20 Group, Shanghai Baoye Group, MCC Baosteel Technology and MCC5. After the experts conducted their inspection and exchange concerning the interior work, Wang Yongguang put forward eight requirements for the safety production work of subsidiary companies:

First, in accordance with the requirement that ‘both CPC committees and governments are held accountable, officials take responsibility for workplace safety in performing their duties, and those who fail to uphold safety standards are held accountable’, we should implement the MCC Group’s safety production responsibility and focus on resumption and appraisal, as well as safety culture integration.

Second, strengthen the capacity of project managers to perform their duties, especially in working style construction. For senior project managers with rich experience, we should prevent their disapprobatory awareness, habitual thought and self-righteous attitude. We should fully boost safety production standardization construction without leaving any potential hidden safety hazards, improve the level of standardized management and truly achieve institutionalized assessment.

Third, strengthen the implementation of managing and controlling guidelines on significant danger sources, prevent risks at the source, conduct the dynamic management and control of risks, and do a good job in risk identification dynamic process monitoring aiming at the characteristics of new industries. At present, our enterprises are stepping into new industries, safety production is encountering many new challenges and safety techniques have many new features, so our safety measures should also make new breakthroughs.

Fourth, strengthen safety supervision capacity building and attach importance to improving the safety supervision ability to perform duties. On the one hand, safety regulators should strengthen their learning and improve themselves; on the other, improve the treatment of safety regulators, get through the career channel of safety regulators, strengthen the resumption and appraisal of safety regulators and establish an effective encouragement and restriction mechanism.

Fifth, strengthen safety supervision in the whole process of the branches. Effectively implement safety responsibility with a sufficient reach and depth, and without leaving any potential hidden safety hazards, prevent institutional safety risks, and particularly strengthen the safety supervision of overseas projects.

Sixth, strengthen the implementation of each enterprise’s main body responsibility for safety education training, improve the Group’s safety production awareness, prevent safety production awareness from gradually fading and reducing, prevent safety production from being marginalized, conduct planned and targeted training, focus on the pre-service training of grassroots personnel and improve safety training quality; pay attention to the effects of training and do not regard it as a mere formality.

Seventh, improve the rationality of the Group’s emergency plan and enhance the emergency rescue instructions of each branch and subsidiary. Organize targeted emergency response training in good time, and improve the understanding of relevant personnel concerning the emergency rescue plan and their grasp of key links. Improve their emergency rescue level so that they can make an effective response if an emergency takes place.

Eighth, make full use of safety informationization and focus on strengthening the basic security management of project departments at the forefront. All data must be complete and the process data must be fully integrated. Improve the executive capacity of system management and the intrinsic safety level.

During his inspection of MCC20 and Shanghai Baoye, Wang Yongguang particularly required the China MCC20 Group, Shanghai MCC20, Shanghai Baoye Group and BERIS to strengthen their organizational, institutional, business and working style construction during the integration process, mix together their respective advantages in safety responsibility, seriously solve difficulties and problems during the process of integration, and improve the corporate safety responsibility system with safety culture features.
