Guo Wenqing Presides Over MCC Group's Southern China Market Strategy and Layout Promotion Conference

On November 4th, during his research and investigation in Shenzhen, China Minmetals General Manager and MCC Group President & Party Secretary Guo Wenqing held the Southern China Market Strategy and Layout Promotion Conference with the participation of 11 units from the MCC Group, and delivered an important speech.

Guo Wenqing first listened to the status reports of 11 MCC and Minmetals companies in Shenzhen and gave full affirmation to everyone’s achievements in the past year. He pointed out that Southern China, and especially Shenzhen and its surrounding areas, are economically developed and have strong vitality, high-level innovation, tremendous strength and great market potential. It is the most important regional market of MCC. In recent years, MCC has paid great attention to developing regional markets in Shenzhen and its surrounding areas, but there is still a gap between our regional advantages and the Group’s high starting point, high standards and big push towards the development of the area. As such, we should fully grasp the opportunities of the regional development of Shenzhen and its surrounding areas. Where there is fish, throw nets, and where there is grass, herd sheep; likewise, where there is vigor, there are markets, so we must harness them in order to continuously make the regional market of Southern China bigger, stronger and more thorough. Guo Wenqing then put forward four requirements for current market development:

First, MCC must greatly coordinate and drive the Southern China market. The Yangtze River Delta, Pearl River Delta and Beijing-Tianjin-Hebei area are the top priorities of MCC's market strategy layout. Guangzhou-Shenzhen-Zhuhai is our best line, and an area that MCC wants to enter forcefully. No place can allow MCC to give full play to this strength more than there. It is the most creative, vigorous and powerful place for our economy. MCC has the firm will and unified thought required for strengthening the coordination of the Southern China market so as to avoid wasting human power and material resources. Wang Zhenzhi, Xu Yongfeng and the MCC Southern China Company shall conduct unified coordination and greatly push market development to the full extent of the Group's powers. MCC's design and construction companies should comply with this unified coordination. Every unit should set high aims, and dare to explore and strengthen market development in high-end housing construction and municipal transportation infrastructure, for which the Group will provide strong support. The MCC Southern China Company should hold a promotion meeting once a month, form a special meeting summary and report to the Group's leaders.

Second, every subsidiary should elect the most capable power to closely supervise their big projects. Every unit should attach great importance to the regional market development of Southern China through strengthening coordination without breaking up, through stressing discipline without acting willfully, through careful cultivation without carelessness, through real attention and absorption without being all mouth and no actions, through establishing brand and image without short-sightedness, and through a sense of urgency and crisis without missing good opportunities. We should increase resource investment in Guangdong and Shenzhen, select talents to form the most capable teams, strengthen the construction of the market development mechanism and join our efforts to seize the market. We shall keep close watch over projects in accordance with the principle of 'the one who has the ability to make it can go and do it', clarify the tracing responsibility system and ensure that every project is thoroughly landed. The design and construction companies should clarify their positioning in the regional market, strengthen cadres’ exchange and follow up in sequence, communicate with each other and refrain from competing against each other. They must be coordinated by the Group. We must have superior consciousness in strengthening project design and taking the initiative, and never rely on others. We should make every endeavor to create markets and obtain many big orders.

Third, select projects in a careful and comprehensive way, and prevent and control risks. Leading cadres should be careful and patient with their work. They should not be slapdash. They should have not only energy and courage, but also wisdom and strategy. It is critically important to come up with new forms of project development. Completing a project requires thorough and careful judgment. Repeated research & judgment and careful screening are an effective way to control project risks. Conduct thorough and careful research and judgment concerning risks, and constantly cultivate good habits of informed caution. To strengthen the calculation of the return on investment of each project, we cannot undertake projects with a rate of return below the controlling value.

Fourth, we should strengthen management and brighten the brand, and this is mainly reflected in using the best site to ensure the largest market. We should conduct careful management on the projects on our hands. The enterprises should give full play to their employees’ strengths; they should let such talents expand the markets that are aggressive, social and possess an understanding of the markets, and they should let such talents manage projects that are experienced, organized and possess an understanding of management. The general managers of subsidiaries should pay close attention to production and management, and have a complete management system which does not only look capable but possesses genuine practical ability. We should assemble talents to devote every effort to creating good high-quality projects so as to continuously expand the market influence of MCC's brands. We should pay attention to studying methods for reducing costs and strengthening the cost control of projects, thereby improving the profitability of each project. We should continue to strengthen brand construction, reinforce on-site management and make full use of each project site to show the MCC Group’s cultural elements and brand image.
