Wang Yongguang Leads Inspection of CTMCC’s Safety Production Work

On September 8th, according to the third quarter safety inspection notice of China Minmetals and combined with the condition report on the two years of governance of the Department of Housing Construction, MCC Party Standing Committee Member and MCC Group Vice President Wang Yongguang led a group of safety production experts to inspect the safety production management system and operation of the CTMCC Headquarters. They also spot-checked CTMCC’s eight new areas and seven Xianli engineering projects in Tianjin.

After hearing CTMCC’s safety work report, Wang Yongguang put forward the following requirements for CTMCC’s safety production work according to the current situation of the safety responsibility system, as well as the demands of business development and safety production management:

First, improve the safety production responsibility system, and strictly implement the general requirements of 'Party and Government with the same responsibility, two duties for one post and punishment for dereliction of duty'. Be responsible for duties and assess all personnel. The Safety Supervision Department will evaluate the security responsibility implementation each year and submit the Group’s report on safe execution of duty.

Second, promote the cultural integration of the Company. Enhance the safety awareness of all staff members, arouse the enthusiasm of the safety supervisors, and form a serious and responsible executive culture.

Third, reinforce the safety capacity building of project implementation focusing on increasing technical support, construction management and safety supervision, as well as the executive capacity and implementation effect of the security systems for people and property.

Fourth, strengthen the safety supervision capacity. First, select safety supervisors who are competent, diligent and meet the requirements; second, strengthen the organization construction, system construction, service construction and style construction of the security supervision team, and improve the executive capacity and on-site supervision effect of safety supervision; third, focus on strengthening the safety supervision of sub-contractors and the effective supervision of project implementation; Fourth, seriously prepare the annual safety execution report.

Fifth, strengthen emergency rescue work. Organize emergency training and drills without delay; perfect the emergency rescue plan; ensure that the emergency rescue mechanism can be effectively activated when any emergency occurs so as to control loss and influence to a minimum.

Sixth, perfect basic management work. Improve the basic data management system, make up the materials and standardize the management. The materials should be complete, credible and traceable. Improve and update the management system.

Seventh, strengthen safety training and improve its pertinence. Through training, improve the consciousness of safety responsibility and the self-consciousness of the safe execution of duty of leaders and functional department staff; improve the safe execution of duty ability of the project departments and the capacity for dealing with public relations; improve the safe operation and self-protection ability of workers; and improve the safe execution of duty ability of the entire workforce.

Eighth, strengthen risk management consciousness, improve the ability for handling public relations and improve the capacity of risk management on project complementation both inside and outside China. Identify risks effectively and dynamically monitor risks.

After hearing an introduction to the C block and D block project implementation of the new eight areas and seven Xianli engineering projects in Tianjin, they inspected the construction sites of two projects, referred to the interior data of the two project departments and put forward the following requirements aimed at the problems and defects existing in project implementation: first, seriously implement the safety production responsibility in the Safety Production Law, which takes the project manager as the first person responsible according to the requirements of 'Party and Government with the same responsibility, two duties for one post and punishment for dereliction of duty'. Be responsible for duties and assess the people. Focus on improving the 'technical support ability, construction management ability and safety supervision capacity'. Improve the construction of executive force; highlight system construction, service construction and style construction. Never be smug in achievements; prevent the unwariness of illegal operations, commonplace violations in construction and the self-approbation of temporary production safety. Second, strengthen the management of the construction process. Strictly adhere to the construction plan; completely eradicate illegal commands, illegal operations and the violation of labor discipline phenomena so as to improve the executive capacity of construction management and ensure engineering quality and construction safety. Third, reinforce on-site safety supervision and inspection. Institutionalize the identification of hidden perils, standardize governance rectification, normalize on-site supervision and fully improve the on-site safety supervision effects. Fourth, strengthen the supervision of subcontractors. Bring the safety supervisor of the subcontracting team into the Company’s safety management, and change the Company’s safety production requirements into the conscious actions of the subcontract team. Strictly supervise the six procedures of the subcontracting team, namely, 'qualifications, contracts, technical scheme, safety measures, training education and on-site supervision.' Fifth, carefully identify hazards and dynamically monitor sources of danger according to the characteristics of areas and projects, so as to make emergency disposal plans, organize training and emergency drills in time and improve the disposal scheme. Sixth, improve basic management. Standardize subcontracting and the three-grade safety education, as well as the inspection and management of hidden perils; and strengthen the training of the staff in the project departments. Finally, improve the safe execution of duty and public relations handling ability of all workers.

Vice General Managers of CTMCC Wang Zirui, Sun Qingdong and Chai Ning, the Safety Supervision Department and the personnel of related departments all took part in the inspection work.
