On August 16th, the signing ceremony for a cooperation agreement between the three parties of MCC CERI, Zhuanghe City and the China Development Bank's Dalian Branch was held in Dalian. It was witnessed by MCC General Manager and Chairman Zhang Zhaoxiang, and Dalian Standing Committee Member and Executive Deputy Mayor Cao Aihua. The agreement was signed by MCC CERI Chairman Shi She, Zhuanghe City Mayor Zhao Yongbo and China Development Bank Dalian Branch President Zeng Liqing respectively on behalf of the three parties.
Before the ceremony, Chairman Zhang Zhaoxiang and Executive Deputy Mayor Cao Aihua had a thorough conversation concerning giving full play to their advantages, jointly devoting themselves to the construction of Zhuanghe into a modern ecotype coastal city, a circular economy demonstration base of China, Japan and South Korea, a leading area of Dalian's national ecological civilization construction, and Dalian's ecotype modern agricultural demonstration zone, promoting the improvement of the important infrastructure of Dalian, industrial upgrading and green development.
Zhang Zhaoxiang pointed out that MCC currently takes becoming the 'national team of metallurgical construction, the main force of capital construction and the pacesetter of emerging industries, insisting on following the path of high-technology construction in the long term' as its new strategic positioning, and continues to make new breakthroughs in underground comprehensive urban pipe galleries, beautiful village & smart city and sponge city technology, theme parks and other emerging industries. MCC will give its full support to the development of MCC CERI in Dalian, allocate the MCC Group’s superior resources to ensure the successful implementation of relevant projects in the cooperation agreement, and contribute to the social and economic development of Dalian City.
Cao Aihua gave his congratulations for the signing of the tripartite agreement on behalf of the Dalian Government. This is the biggest cooperation agreement signed by Zhuanghe City in its history. Dalian City is full of confidence in MCC's project construction capacity, technological level and project management capacity, and believes that under the joint efforts of the three parties who signed the agreement, they can make Zhuanghe more beautiful and positively contribute to its future development.
According to the agreement, the three parties will cooperate in seven projects of sponge city construction, comprehensive beautiful village and environment treatment, Zhuanghe Harbour and Jingangwan projects, theme parks and tourism development, the endowment leisure and health industry, new electronic industrial park construction, and cooperation in carrying out a special fund and comprehensive financing. The Zhuanghe Government plans to take this opportunity of implementing sponge city technology to comprehensively promote the level of municipal infrastructure in Zhuanghe City; MCC CERI will cooperate with the Zhuanghe Government in PPP, EPC and other patterns, and provide infrastructure construction with accordingly professional technology services; the China Development Bank's Dalian Branch will carry out a special fund and comprehensive financing for projects in Zhuanghe City undertaken by MCC CERI, and promote the rational allocation of various construction funds.
