Guo Wenqing Investigates, Surveys and Instructs in Minmetals Capital Holdings Limited

On June 7th, General Manager and Deputy Party Committee Secretary of the China Minmetals Corporation and Chairman and Party Committee Secretary of the MCC Group Guo Wenqing investigated, surveyed and gave instructions at Minmetals Capital Holdings Limited. He was accompanied by Deputy General Manager and Deputy Party Committee Secretary Dong Mingjun and Chief Accountant and Party Committee Member Shen Ling. The leading group and persons in charge of each department and company also attended the meeting.

At the meeting, Guo Wenqing heard a report from the General Manager of Minmetals Capital Holdings Limited concerning the development history of its financial enterprises, operation and management, financial assets reorganization project and present main problems. Guo Wenqing inquired in detail about the present state of operations and the development thoughts for the future, and learned about the specific circumstances of leasing, trust, stock, commercial banks, futures, insurance, etc. in terms of scale, profit, risk control, market expansion and so on. He highly appreciated the important position and profit-supporting role of Minmetals Capital Holdings Limited in the development of MCC, and considered that its business and operation are mature and steady, the direction of its strategic plans is correct and its cadres and staff are united and powerful. He also pointed out that Minmetals Capital Holdings Limited should actively expend the increased space of its outer market, enhance its inner synergy with MCC, and accelerate the development of the layout, the setting of points in Chengdu and other new business.

Guo Wenqing stressed that the decided direction and thought of Minmetals Capital Holdings Limited are correct. It should make persistent efforts for greater achievements and make more contributions to MCC. To this end, he proposed four definite requirements:

First, Minmetals Capital Holdings Limited should advance on the existing road firmly with the leadership of the whole value of high profit and efficiency. The road of Minmetals Capital Holdings Limited has turned out to be correct by the proof of time and achievements, so it must walk that road firmly. In the enterprise's development, not only the annual profit growth but also the creation of whole value should be seen; not only projects of high benefits but also of high efficiency should be sought for, and the cash flow should be accelerated. China Minmetals Capital Holdings Limited regards forging an internationally first-class metallic ore enterprise group and becoming the 'national team' in the field of metallic ore as its development targets. It needs to be the most powerful support and guarantee to strive to build another Minmetals Capital Holdings Limited within three years.

Second, the strictest systems and procedures should be applied to strictly control operation risks. Financial business risks and hidden dangers are everywhere all the time. The prevention and control of the entire process must be firmly grasped. All staff members should strengthen their awareness of risk prevention and control. For every project, having the beginning but no orders is not allowed, having a beginning but no end is not allowed, missing this and that is not allowed, and worrying about gains and losses is not allowed. Doing well from start to end, doing it in the right way and finishing completely must be realized.

Third, continuously innovate in methods and patterns by using prospective vision and fundamentally solid execution. If the wrong project is chosen, it means there is no vision, and if vision is not enough, unfamiliar or uncertain fields cannot be set foot in easily. No matter how good the strategic leading is, it needs to be executed in detail, and no matter how good the strategic thinking is, it must be matched with good team execution. Practice is the criterion for judging truth, and the effect is the criterion for judging ability. The result should be sought for all things, and all work judgment should be settled on results, economic development, the satisfaction of the people, social contribution and the outstanding accomplishment of the Party's cause.

Fourth, forge a clean, practical and energetic cadre team through firm ideals and faith. For the CPC members among the cadres, ideals and faith are most fundamental and important. As General Secretary Xi Jinping emphasized in his important speech on July 1st, 'keeping the initial intentions in mind and moving forward' should be implemented for the purposes of 'serving the people' and 'fighting for communism'. As such, the cadres of the CPC should have a strong sense of mission and responsibility, be faithful to the CPC, remain clean, have the courage to take on responsibility, and do well in the work assigned by the CPC in a down-to-earth way. Firm ideals, faith and a satisfactory spirit can boost enterprise development strongly, and favorable enterprise development can promote the ideals and spiritual pursuits of all cadres and staff; the two aspects supplement and promote each other. The enterprise should gather people who are practical and entrepreneur-minded, help them to have a positive attitude so as to work with great confidence, and create space for talents to use their skills and develop. The right direction of selecting and appointing people should be established. In key matters of principle, not even a single step can be yielded. Matters of right and wrong must be clear, and a clear-cut stand must be taken. These things must be done: do not upset clean and practical people through some unkindness, do not deprive entrepreneur-minded people of a stage, and do not make honest and kind people to keep their grievances to themselves. Undisciplined and carefree people require strengthened management, people of weaker ideals and faith need to receive strengthened management, and egocentric people and those who always make trouble need strengthened control. The key positions of Minmetals Capital Holdings Limited in new China must be assigned to people who are clean, practical, faithful, supportive, anxious for the Party and the country, duteous, dedicated and energetic. These are the requirements of Minmetals Capital Holdings Limited for cadres, and they are also the requirements for the cadres of Minmetals Capital Holdings Limited in new China after the recombination.

Dong Mingjun and Shen Ling each proposed detailed requirements for the future development of Minmetals Capital Holdings Limited. On behalf of the enterprise, Ren Zhufeng said that the General Manager Guo Wenqing and other leaders have pointed out the direction for Minmetals Capital Holdings Limited to take, opened up our thoughts to the horizon and encouraged morale and vigor.
