On May 25th, MCC Vice President Wang Yongguang led a delegation including 3 people from the Group’s Safety Quality and Environmental Protection Department to investigate and survey the safety production management work of MCC Huatian.
After listening to MCC Huatian’s report concerning the 'May 20th' accident and safety management conditions, the MCC Group’s Safety Director Li Yulong conveyed President Guo Wenqing’s written instructions for the Group’s safety production work, and emphasized the Group’s requirements and key points of safety work for subsidiary design enterprises in 2016. Wang Yongguang requires MCC Huatian to earnestly learn lessons from the accident of 'May 20th' and to identify the causes according to the principle of 'four not letting pass'. The following requirements were also put forward for MCC Huatian’s safety management work in the next stages:
1. It is necessary to fully implement the Group’s safety entity responsibilities layer by layer in strict accordance with the requirements of the Production Safety Law of the People’s Republic of China and Five to Implement and Five in Place of the State Administration of Work Safety in order to prevent the gradual lowering of the general safety awareness level.
2. It is necessary to earnestly define and implement the main contractor’s safety supervision responsibilities without being restricted to signing a subcontracting safety agreement. The whole process of safety production in general contracting projects must be supervised. It is necessary to fulfill the performance of such obligations as supervising sources of danger, rectifying hidden dangers, side station supervision for implementing key processes and so on. The subcontracted scheme disclosure shall be in place, the safety program shall be clear, the construction requirements shall be concrete and the acceptance standards shall be definite. Subcontractors are required to strictly perform all safety supervision responsibilities in the process.
3. It is necessary to intensify the safety awareness of Party and government leaders in all subsidiary enterprises and to identify shortcomings in the safety management of general contractors. The responsible persons shall be put into practice and shall be responsible from level to level in accordance with 'both CPC committees and governments are held accountable, one post with two responsibilities and whoever neglects their duties shall be held accountable'.
4. It is necessary to reinforce the construction of the General Contracting Project Department, strictly fulfill the general contractor’s management responsibility, intensify process supervision and duty performance examination, and promote the safety supervision performance capability of the General Contracting Project Department.
5. It is required to reinforce the building of safety supervision capacity. It is required to equip a sufficient number of competent safety supervisors, intensify safety supervision inspection in the process of project construction, promote the effects of onsite supervision inspections, discover hidden dangers in good time and normatively regulate the rectification procedures.
6. It is required to reinforce the safety training of the staff. It is required to implement 'one post with two responsibilities', strictly implement safety performance assessments; strictly evaluate duty performance and assess without any deduction.
7. It is required to organize the 'safety month' activity and earnestly summarize and learn from accidents. Accident investigations should proceed as follows: first, the evidence shall be verified and the reasons found out; second, after the occurrence of an accident, it is necessary to take the initiative, promote the level of the general ability to deal with accident investigations and maintain the benefits of the enterprise; and third, enterprises are required to check their own deficiencies and perfect their management procedures.
8. It is required to comprehensively carry out independent safety inspections of all projects under construction, and to be always prepared to accept all kinds of 'four prohibitions and two directs' surprise inspections.
While investigating and surveying, the Group’s Safety Department recapped the situation of the major production safety liability accident concerning the raft foundation rebar system collapse of the Tsinghua University High School Gymnasium and Dormitory Building Project on 'December 29th', including information concerning how the persons responsible for the accident were handled, and the related stipulations of the pursuant laws and regulations therein.
The investigation and survey was attended by MCC Huatian General Manager Wang Jianguo, Vice General Manager Chen Yangui and Ma Steel's Project Manager and Safety and Environmental Protection Department personnel.
