Based on the actual situation for the safety production of MCC, on April 1, Wang Yongguang, member of the Party Committee & Standing Committee of MCC and Vice President of MCC, and Safety Director Li Yulong led a team to the CISDI Group and the China Metallurgical Construction Engineering Group to conduct investigations and perform research. They listened to the safety production work reports of the two companies, the analysis of the CISDI 'February 9th' accident and the safety management work of the EPC blast furnace project in Ha Tinh, Vietnam, and put forward 8 requirements for the safety production of both Groups in the immediate future.
First, in strict accordance with the requirements of the new Law of the PRC on Work Safety, the entity responsibility for enterprise safety shall be implemented. Responsibilities shall be allocated to each post, assessment shall involve every person and the assessment of safe performance shall be reinforced. The safe performance report for leaders and functional departments of the safety supervision department is the basis for the completion of the assessment.
Second, the design engineering company shall learn from the management experience of the project in Ha Tinh, Vietnam, perfect its management system and process and enhance the safety, quality, supervision and performance capability of the EPC project by (1) eliminating illegal contract projects; (2) improving the training provided to subcontractors by the general contractor, especially requiring specially skilled workers to possess certification in order to take appointments; (3) effectively supervising subcontract teams, carefully inspecting technical schemes, implementing supervision according to the schemes and strengthening the full-process supervision of rectifications; (4) developing feasible emergency plans in order to prevent emergencies, especially for overseas EPC projects.
Thirdly, the construction subsidiary shall focus on strengthening safety supervision throughout construction by (1) strictly enforcing the rules and regulations of the company and forbidding the 'Three Violations'; (2) reinforcing safety supervision to ensure the environmental safety of the site. The manufacturing enterprise shall work in strict accordance with operating and technological procedures, carry out rectification management and eliminate any command or operation that violates the rules.
Fourth, on-site safety supervision and inspection concerns all four main parties (the Owner, the Supervisor, the General Contractor and the Subcontractor(s)). It requires the institutionalization of hidden peril checks and the standardization of rectifications. The safety management of subcontractor(s) shall be included in the safety management system of the contractor, with the normalization of supervision and inspection.
Fifth, the safety supervision team shall be reinforced. The quality of supervision shall be elevated, the number of safety supervisors increased, their wages and treatment improved and their performance assessment reinforced. Besides, their career channels shall also be opened in order to maintain the relative stability of the safety supervision team.
Sixth, safety quality standardization shall be organically integrated with green civilized construction. It is required to promote excellence in the creation of construction projects, to make a comprehensive improvement in the management level of project construction and to increase the conformity rate of safety quality standardization projects.
Seventh, according to the MOHURD requirements for two-year regulations on project quality, it is necessary not only to reinforce the management of the subcontractor team but to enhance the construction of the project manager team so as to prevent the occurrence of such illegal acts as illegal subcontracting or illegal attached projects.
Eighth, basic management shall be reinforced: (1) All-personnel safety training shall be enhanced. Training may increase the attention of supervisors to safety production, improve the understanding of safety duty in functional departments and enhance the safety awareness, safe operation capability and self-defensive ability of operators. (2) The management of basic materials shall be perfected. This requires clear management traces, as well as complete raw data and process data. Additionally, the hidden peril inspection shall be closed type.
