On the morning of January 12, the 2022 MCC Group & China MCC Working Conference was held in Beijing both offline and via video. Weng Zuliang, Chairman and Secretary of the Party Leadership Group of China Minmetals, put forward earnest expectations for the conference; Guo Wenqing, General Manager and Deputy Secretary of the Party Leadership Group of China Minmetals, made important instructions for the conference; Chen Jianguang, Deputy General Manager and Member of the Party Leadership Group of China Minmetals and Chairman and Secretary of the CPC Committee of MCC, delivered a speech; Zhang Mengxing, Deputy Secretary of the CPC Committee of MCC and Secretary of the CPC Committee and President of China MCC, made a work report; Yan Aizhong, Deputy Secretary of the CPC Committee of MCC and China MCC, presided over the conference.
The conference conveyed the requirements and expectations put forward by China Minmetals Chairman and Secretary of Party Leadership Group Weng Zuliang. According to him, MCC completed all the budgetary targets put forward by China Minmetals and made great contributions to building a world-leading metal mining group with international competitiveness in 2021. He thanked everyone for their hard work in the past year and hoped that they would step up their efforts, make new achievements, and assume the role as the "cornerstone" and "stabilizer" of MCC. Guo Wenqing pointed out in his instructions that in 2021, China Minmetals fully implemented the spirits of General Secretary Xi Jinping's important speeches and instructions, adhered to the decisions and plans of the CPC Central Committee and the State Council, and scored a new record high in business performance, making a good start for the goal of "revenue of more than RMB one trillion and that doubled in the next five years". MCC keeps up the momentum, achieving satisfying results in the first year of the 14th Five-Year Plan period, and embarking on a new journey of high-quality development to build a better MCC. In 2022, MCC will insist on the strategic positioning of "being the national team of metallurgical construction, the main force of infrastructure construction, and the frontrunner of emerging industries, with long-term adherence to the path toward high-tech and high-quality development". It will step up its efforts and work unremittingly to make more and greater contributions to the high-quality development of China Minmetals. First, it will focus on its main responsibility and business, working resolutely to build a world-leading national team of metallurgical construction and operation; second, it will maintain a strategic focus and improve quality and efficiency by bringing out the full potential for development; third, it will insist on seeking progress in stability, and attach greater importance to stable growth, strong management, and risk prevention; fourth, it will gather strength and concert efforts to make practical achievements in the new era.
Chen Jianguang made a speech titled "Gear up for Reform and Innovation, Make Practical Efforts, and Build on the Momentum to Start a New Chapter of High-Quality Development of MCC". He recognized the outstanding achievements made by MCC in 2021, analyzed the current situation and tasks facing the enterprises in a scientific manner, examined the advantages and shortcomings of the enterprises, and clarified the general direction and philosophy of MCC's development at present and in the future. He also put forward the specific requirements of coordinating the "three relationships" and upholding the "five emphasizes", and made arrangements for the key tasks in 2022. He put forward his expectations in five aspects, pointing the way for embarking on a new journey of high-quality development to build a better MCC.
Chen Jianguang firstly shared his keen insight into the current situation and tasks from three perspectives: the macro perspective, the industrial perspectival, and the personal perspective. From the macro perspective, though the external environment is ever more complex and severe with more uncertainties, China's economy is still growing on strong fundamentals, with high resilience and great potential. In 2022, we should insist on seeking progress in stability. While seizing the opportunities brought by policies, we should place more emphasis on risk prevention and control to secure stable and robust development for enterprises. From the industrial perspective, the ferrous metallurgy market is witnessing the transition from increasing production to storing resources, with an accelerated pace of mergers and acquisitions. The "carbon peaking and carbon neutrality" policy is forcing steel enterprises to undertake structural technical transformation to upgrade the quality of products. The construction industry is seeing more concentration, a more homogeneous layout of regional markets, and a more intense competitive situation. From the personal perspective, we should see the advantages in the upward development trend, strong core competitiveness, characteristics of the EPC model, and continuous optimization of business structure. Also, we should recognize our shortcomings and weaknesses, including unbalanced development, risks in key areas, and insufficient profitability.
Chen Jianguang elaborated on the direction by putting forward the specific requirements of coordinating the "three relationships" and upholding the "five emphasizes". We should coordinate the "three relationships", that is, the relationship between business scale and business efficiency, the relationship between development speed and development quality, and the relationship between enterprise resources and enterprise scale. We should also uphold the "five emphasizes", that is, emphasizing strengthening the Party's leadership to set the right direction, keep in mind the big picture, and ensure the implementation of Party policies and principles; emphasizing emancipating the mind to firmly establish the concept of marketization; emphasizing enhancing system construction to vigorously improve management effectiveness; emphasizing a performance-oriented model to comprehensively promote the construction of the leadership team around Four Modernizations; emphasizing optimizing the assessment system to fully motivate the work enthusiasm of leaders.
Regarding the key tasks in 2022, Chen Jianguang made arrangements from five aspects: First, we should earnestly implement the deployment of the higher levels. We should study and comprehend the spirit of the Central Economic Work Conference, resolutely implement the spirit of the conference of heads of central SOEs, and comprehensively carry out the spirit of the 2022 working conference of China Minmetals, aligning MCC's actions with the deployment of the higher levels. Second, we should make a good job of "three enhancements, two optimizations, and one improvement". "Three enhancements" refer to enhancing investment risk prevention and control, performance capacity building, and leadership team building; "two optimizations" refer to optimizing marketing quality and the project incentive mechanism; "one improvement" means improving project profitability. Third, we should focus on the "five special actions". The first special action is intended to improve marketing quality, focusing on quality markets, projects, and owners. The second action is targeted at audit rectification, through which enterprises will comprehensively consolidate their fundamental work. The third action is intended to prevent and resolve the risks of PPP projects by type and priority. The fourth action is designed to streamline the organizational structure, with a focus on the subsidiaries. The fifth action is aimed at reducing the backlog of cases and controlling their increase, improving the efficiency of case handling. Fourth, we should make every effort to make our employees happier. We should continuously improve the income of employees, establishing a scientific and comprehensive performance assessment and incentive system to ensure a steady increase in their average income. Meantime, we should vigorously create a fair and impartial environment for their growth and success. Fifth, we should improve the quality of Party building. We should adhere to the main task of gearing up for the 20th CPC National Congress and studying and implementing the spirit of the Congress, and focus on strengthening Party history learning and education and implementing the spirit and results of the national conference on Party building of SOEs, so as to comprehensively improve the Party building quality of MCC. We should adhere to full and strict governance over the Party, making unremitting efforts to improve the Party's work style and combat corruption.
Zhang Mengxing made a work report titled "Vigorous and Determined Endeavor: Advancing MCC's High-quality Development to a New Level". The report summarized the highlights of MCC's performance in 2021, saying that "the business performance hit a record high, the quality efficiency improved constantly, the cost decreased from the last year, and the market value in Shanghai and Hong Kong surged". It also reviewed and summarized the outstanding achievements made in the first year of the 14th Five-Year Plan period from six aspects, stating that "marketing was advanced to a new level, new vitality was injected in reform and innovation, new progress was made in management, team building took on a new look, new results were achieved in risk prevention and control, and new challenges were met to fight COVID-19".
Zhang Mengxing analyzed in depth the current economic situation and tasks, putting forward the key tasks in 2022 from six aspects, that is, maintaining stable growth, controlling risks, advancing reform, refining management, seeking innovation, and strengthening Party building. First, we should forge ahead and make practical efforts to maintain stable growth. We should go all out to promote marketing, advance project performance, build profit powerhouses, and develop the mining industry. Second, we should focus on key areas and strictly control risks. We should control the risks in investment, finance, litigation, safety and environmental protection, epidemic prevention, and real estate business. Third, we should earnestly promote reform with perseverance. We should fulfill the tasks of the three-year action plan for SOE reform resolutely, make full use of the results of the fixed-term appointment system and contractualization reform, guide the high-quality development of enterprises by improving the assessment mechanism, accelerate integration, and strengthening the governance of unprofitable enterprises. Fourth, we should improve quality and efficiency, consolidating the cornerstone and refining management. We should improve project management, enhance profitability, improve our management against world-class level, fulfill the tasks of the "year of strengthening compliance management", comprehensively improve the organizational efficiency of MCC, strengthen strategic control over enterprises, consolidate the foundation of financial management, and strengthen the rectification of audit findings. Fifth, we should seek innovation with a stronger impetus, forging new advantages and making up for the shortcomings. We should build a world-class national team of metallurgical construction, forge new advantages in non-ferrous engineering technology, upgrade the science and technology R&D platforms, accelerate intelligent construction and building industrialization; and advance green construction. Sixth, we should advocate deep integration and consistently strengthen Party building. We should highlight the political construction of the Party, deepen the results of Party history learning and education, and thoroughly implement the decisions and plans of the CPC Central Committee and General Secretary Xi Jinping's important instructions in enterprises, strengthen the selection and training of outstanding young leaders, step up efforts in improving the execution, and improve the responsibility management system.
Yan Aizhong put forward three requirements on the implementation of the spirit of the conference: The first is to quickly communicate the spirit for study.
