On October 18th, Guo Wenqing, General Manager of the Group Corporation, Deputy Secretary of Party Committee and President of MCC, with his team, visited Guiyang and met with Chen Yiqin, Deputy Secretary of the Party Committee and Governor of Guizhou Province. With their respective advantages, the two sides exchanged their in-depth view and reached a broad consensus to further deepen cooperation in related fields, do a good job in targeted poverty alleviation work, and promote the economic and social development in Guizhou. Li Zaiyong, Member of the Standing Committee of the Party Committee, and Executive Vice Governor of Guizhou Province, and Tao Changhai, Vice Governor of Guizhou Province, participated in the meeting.
Guo Wenqing expressed his gratitude for Guizhou government’s long-term support towards China Minmetals Corporation and MCC. He also briefed on the basic situation about the new China Minmetals after restructuring. Guo Wenqing pointed out that on December 8, 2015, China Minmetals and MCC, as two Fortune 500 companies, implemented strategic restructuring. The restructured new China Minmetals took the lead in the global metal mining industry on the whole chain from resource acquisition to exploration, design, construction, mining, mineral processing, smelting, logistics and trade. As the only state-owned capital investment company in China's metal mining industry, it shoulders the mission of safeguarding the supply of national metal mineral resources and is committed to be “the first in China and the first class in the world”. China Minmetals is now managing a fund totaling RMB 1.68 trillion, and employs 200,000 staff. China Minmetals is now building up its “four beams and eight pillars” business system centered on metal mining, metallurgical construction, trade and logistics, finance and real estate. In terms of metal mining, China Minmetals has developed and operated world-class mines such as Las Bambas copper mine, the Dugald River zinc mine and Ramu nickel mine in Papua New Guinea. It also has strong resource exploration capabilities. In terms of the metallurgical construction, with the world first metallurgical construction enterprise, it accounts for 90% of the domestic metallurgical construction market and 60% of the global. In terms of trade and logistics, it has a strong and complete global trade circulation network covering more than 60 countries and regions in the world. And in terms of finance and real estate, China Minmetals is one of the three central enterprises with full financial licenses, owning strong investment and financing and resource allocation strength. Among the 16 central enterprises of real estate as their mainstay business identified by the SASAC, China Minmetals takes up two of them. In early 2017, China Minmetals set a development goal of “three steps and twofold increase” and had an exciting beginning. The whole group is now striding forward towards this goal and takes on a good prospect.
Guo Wenqing pointed out that China Minmetals attaches great importance to the strategic cooperation with Guizhou Province and cherishes the deep friendship built up during the long-term cooperation. A number of subsidiary companies affiliated to China Minmetals are now doing business in Guizhou and contribute to the local economy. By far, China Minmetals has had an investment totaling RMB 97 billion in Guizhou. The four expressways it invested and being under construction are expected to open to the traffic this year, one year ahead of the schedule. In the future, China Minmetals will continue to get rooted in Guizhou, giving full play to the advantages of a large central enterprise in terms of technology, management, capital, human resource, etc. It will further play a role in highway and airport construction, manganese ore resource integration, lead and zinc resource development, real estate development, emerging industries, green development, industrial poverty alleviation and other fields to help the rapid economic and social development of Guizhou Province.
Chen Yiqin, Governor of Guizhou Province, welcomed Guo Wenqing’s team, and expressed gratitude on behalf of the provincial Party Committee and government for China Minmetals and MCC’s contribute to the socio-economic development, especially the transport construction and targeted poverty alleviation. She also appreciated the splendid achievements realized by the two corporations after their restructuring. Chen also took the opportunity to introduce the general situation of economic development in Guizhou. She pointed out that Guizhou's socio-economic development has been maintaining a good momentum in recent years, and its development speed has been at the forefront in China. As the political ecology of the Guizhou is good, she hoped to continue to expand cooperation areas, increase cooperation projects and give full play to cooperative advantages on the basis of good cooperation with China Minmetals and MCC.
Li Zaiyong, Executive Vice Governor of Guizhou Province, pointed out that Guizhou Province is rich in mineral resources which are widely distributed. The reserve of manganese ore in Tongren is the first in Asia, and the new proven reserve of lead-zinc mine in Bijie is 2.75 million tons, the first super large one in Guizhou with great potential of exploration. He hoped that with the premise of ensuring green ecology, Guizhou will actively seek cooperation in mineral resource development with China Minmetals and MCC.
Tao Changhai, Vice Governor of Guizhou, pointed out that the construction projects of the 4 expressways are great projects. Guizhou government has a goal of building expressways with a total mileage of 10,000 km, of which 1,800 km is undertaken by new projects. Tao hoped to further enhance cooperation in this regard.
The meeting parties also exchanged views on cooperation in the construction of highway projects, urban transportation and other infrastructure construction, mining resources integration and development, real estate development, and “one-band, dual-core” project in Tongren.
