On December 17th, directed by NDRC, guided bythe Ministry of Commerce and hosted by the Western Returned Scholars Association (WRSA) (Chinese Overseas-Educated Scholars Association) and China Overseas-Educated Scholars Development Foundation (COSDF), the 15th Chinese Enterprise 'Going Out' Strategy Implementation Forum was held in the Great Hall of the People in Beijing.It was attended by NPC Standing CommitteeVice Chairman, WRSA (Chinese Overseas-Educated Scholars Association) President and COSDF Honorary President Chen Zhu, CPC Central Committee United Front Work Department Vice President Dai Junliang, and China's National People's Congress Foreign Affairs Committee Vice Chairman and COSDF President Cao Weizhou, who also delivered speeches. MCC Vice PresidentQu Yang attended the forum and delivered a keynote speech.
In her keynote speech, Qu Yang introduced the development history of the MCC Group’s transformation and upgrading, and elaborated on its strategic positioning of being the 'national team of metallurgical construction, the main force of infrastructure construction and the pacesetter of emerging industries, insisting on taking the road of high-tech construction in the long term'. Focusing on the new strategic positioning, she used itslayout to promote the concepts of transformation, upgrading and innovative development, showing MCC’s core competitive advantagesin steel metallurgy, and its comprehensive strength and development momentum insuch non-metallurgical fields as civil engineering, municipal traffic, energy conservation and environmental protection, the characteristic cultural industry and general aviation, as well as the expansion of strategic emerging industries.
Qu Yang added that 'One Belt and One Road' strategy implementation, international capacity promotion and equipment manufacturing cooperation are important strategic decisions made by the Party Central Committee and State Council according to the global economicsituation, and also the only way towardssecuring openness and development inthe new stage, helping to withstand the pressure of the economic downturn, realizingmiddle-high-speed growth and marching towards the middle to high-end level, as well as deeply integrating with the global economy and embedding the world's industrial chain at a higher level, thereby achieving mutual complementary advantages and win-win cooperation.
Taking 'StrictOne Belt and One Road strategy integration and positive international capacity cooperation promotion' as its central themes, this forum was attended by more than 700 guests including the related leaders of NDRC and Ministry departments, and representatives of leading international capacity cooperation, investment and financing institutions in China, America, France, Russia and other countries along the 'One Belt and One Road' route. During the forum, the 'COSDF Global Overseas-Educated Personnel Service Platform', 'National Livelihood and Public Benefit Alliance' and 'COSDF Jinbo Education Special Fund'launch ceremonieswereheld.
The forum was attendedby CERI President Liu Bo.
