On August 16th, MCC CERI, Zhuanghe Municipality and the China Development Bank's Dalian Branch held a strategic cooperation agreement signing ceremony in Dalian. MCC General Manager and President Zhang Zhaoxiang and Dalian Municipal Party Standing Committee Member and Executive Vice Mayor Cao Aihua witnessed the signing of the three-party agreement. MCC CERI Chairman Chang Shishe, Zhuanghe Mayor Zhao Yongbo and China Development Bank Dalian Branch President Zeng Liqing signed the agreement on behalf of their respective parties.
Before the ceremony, President Zhang Zhaoxiang held talks with Executive Vice Mayor Cao Aihua. They had an in-depth discussion concerning giving full play to their advantages, promoting Zhuanghe's major infrastructure towards perfection, industrial upgrading, green development and working together to construct Zhuanghe into a modernized ecotype coastal city, a demonstration base of the China, Japan and South Korea circular economy, an advanced area of Dalian's national ecological civilized construction and a demonstration zone of Dalian's ecotype modern agriculture.
Zhang Zhaoxiang pointed out that currently, MCC takes being the 'national team of metallurgy construction, the main force of capital construction and the pacesetter of emerging industries, adhering to the path of high-tech construction' as its new strategic positioning, and constantly obtains new breakthroughs in such emerging industries as underground comprehensive urban pipe galleries, beautiful village & smart city and sponge city technology, and theme parks. MCC will fully support the development of MCC CERI in Dalian, deploy its superior resources to guarantee the successful implementation of the relevant projects in the cooperation agreement, and contribute to Dalian's social and economic development.
Cao Aihua conveyed the congratulations of the Dalian Municipal Government on this three-party agreement signing. This agreement is the biggest in Zhuanghe's history. Dalian is full of confidence in MCC's engineering construction ability, technological level and project management ability, and believes that with the joint efforts of all three parties, Zhuanghe will be more beautiful and have a brighter future.
According to the agreement, the three parties will mainly focus on seven projects including sponge city construction, the beautiful countryside and comprehensive environmental belt, the Zhuanghe Harbor and Gold Harbor Project, theme park and tourism development, pensions, the leisure and health industry, the construction of a new electronics industrial park, the cooperative special fund program, and comprehensive financial services. Among these, the Zhuanghe Municipal Government will promote Zhuanghe's municipal infrastructure level based on the opportunity of implementing sponge city construction; MCC CERI will launch cooperation in the PPP and EPC models with the Zhuanghe Municipal Government; and the China Development Bank's Dalian Branch will offer the special fund and comprehensive financial services for cooperative programs in Zhuanghe Municipality undertaken by MCC CERI, and promote the rational allocation of all kinds of construction funds.
The above activity was attended by Dalian Economic Cooperation and Communication Office Director Zheng Bin, Zhuanghe Municipal Government Deputy Mayor Liu Shengdong, Dalian Circular Industry Economic Zone Deputy Director Yu Chengfu, relevant principals of the China Development Bank's Enterprise Bureau and Dalian Branch, MCC Assistant General Manager Qu Yang, MCC Investment and Management Department Minister Yang Kui, MCC CERI President Liu Bo and Vice President Wang Zhengda.
