Guo Wenqing Presides Over the Thematic Meeting on COVID-19 Prevention and Control & MCC Production and Operation Work Deployment

  On February 10, Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, presided over the thematic meeting on prevention and control of COVID-19 and production and operation work deployment of MCC, listened to the work report of the leading group for COVID-19 prevention and control of MCC, analyzed the current situation of the epidemic and the key tasks of epidemic prevention and control of MCC, and put forward four requirements for further strengthening epidemic prevention and control and arranging the production and operation work orderly.

  First, MCC needs to deploy prevention and control work scientifically and strengthens the organization and leadership of COVID-19 prevention and control. After the outbreak of COVID-19, MCC immediately established a leading group for epidemic prevention and control headed by Zhang Zhaoxiang. In the past ten days, the leading group coordinated and directed the whole group, led the staff to fight against the COVID-19, and made effective achievements. Epidemic prevention and control in MCC was generally good. However, at present, MCC is facing a tense situation of comprehensive resumption of production and work. The prevention and control of COVID-19 has entered the most critical period, which decides the success or failure. At the meeting, it was decided to enhance the strength of the leading group for epidemic prevention and control. Zhang Mengxing served as the executive deputy group leader, Wang Shilei served as the deputy group leader and office director of epidemic prevention and control, and other members of the Standing Committee of Party Committee of MCC are the members of the leading group. The leading group shall comprehensively strengthen the leadership of epidemic prevention and control and recent production and operation arrangements, and establish five new working groups, with corresponding functions respectively responsible for epidemic prevention and control, market development, engineering construction, overseas projects, and public opinion publicity, so as to shoulder their responsibilities and fully perform their duties, and ensure that all work measures of MCC are carried out efficiently, orderly and comprehensively. Leaders at all levels of MCC should "remain dedicated to the country and the people" and "love the people", firmly carry out the tasks of preventing and controlling the COVID-19 in every unit and do the best to solve the problems for the country. The subsidiary in the Beijing region should follow the requirements of the eighteenth meeting of the leading group of epidemic prevention and control in Beijing on February 8: Under normal circumstances, public officials in the city are not allowed to wear N95 medical protective masks, but use protective equipment scientifically and effectively, and dispatch the scarce materials to the frontline medical staff.

  Second, MCC should pay attention to both COVID-19 prevention and control and production and operation to ensure the smooth operation of production. The leadership members should have a sense of crisis, keep a close eye on the situation of epidemic prevention and control, and production and operation of the headquarters and subsidiaries at all times, so as to achieve effective epidemic prevention and control while ensuring production and operations. MCC should realize that the COVID-19 will not end overnight, and it should be prepared to fight for a long time. At the same time, MCC should not bear the psychological burden of panic and fear. Excessive panic is more terrible than the COVID-19 itself. It is necessary to comprehensively sort out the projects in hand. For all projects that are not in the severely affected areas, while doing a good job in scientific prevention and control of the COVID-19, MCC should comprehensively resume production for those who can return to work, and start construction at full capacity for those who can start up. The headquarters of MCC shall give scientific and rigorous guidance, and timely coordinate and solve all difficulties and problems faced by the work resumption and start-up of projects of all subsidiaries.

  Third, MCC needs to comprehensively sort out and dispatch overseas projects to ensure that overseas projects maintain progress and perform on schedule. The domestic epidemic situation is severe, which seriously affects the development of many overseas projects. In the face of difficulties and challenges, MCC should speed up sorting out the overseas projects under construction affected by the domestic epidemic situation, and formulate effective and feasible countermeasures respectively. If the workers in Wuhan fail, other workers in China should participate in the project construction; if the workers in China fail, those outside China should join them. MCC should be fully aware of the pain and long-term impact of the COVID-19, ensure the progress of overseas projects, perform on schedule, and make correct expectations and strong responses.

  Fourth, MCC needs to shoulder the responsibility bravely, and be determined to fight against the COVID-19. At present, prevention and control is the top priority. In the face of major issues of principle, competent leaders will emerge in the work; incompetent leaders will also be exposed and will eventually be removed to accept accountability and punishment. In the process of building medical facilities in the epidemic area, MCC showed the spirit of being brave to take responsibility, and propaganda articles were published in special subjects on the official website of Party Building of Publicity Department of the CPC Central Committee. The leading group for epidemic prevention and control, party organizations at all levels and leaders at all levels of MCC should shoulder the responsibility bravely and do a good job in epidemic prevention and control. MCC should strengthen and improve the sorting, statistics and daily reports of prevention and control information, adhere to the requirements of health and travel monitoring of all staff, strictly implement the requirements of home isolation and medical observation of relevant personnel, and timely grasp comprehensive, detailed and accurate first-hand information; MCC headquarters building shall conduct a series of inspections on access control, canteens, and sanitation, and implement the most strict access management. Personnel outside the system shall not enter the office area of the building. Property management and prevention and control personnel shall pay more attention to personal protection and health. Each department shall study the work arrangement in its own field; department heads shall arrive at their posts and take corresponding responsibilities; the logistics service department shall be on duty to ensure that the logistics service is in place; the employees in the centralized office area shall be on duty in turn reasonably according to the arrangement of department heads, and the rest of the staff shall work at home, keep the working status on standby, never delay work, and work together to overcome the COVID-19.

  Zhang Mengxing, Wang Shilei, Cao Xiuyun, Zou Hongying, Shi Dexin, Qu Yang, Yan Aizhong, Zeng Jianzhong, Zhang Ye and other leaders of MCC and China MCC, as well as Wang Zhen and Wang Cunping and other heads of relevant departments in the headquarters, attended the meeting.
