On November 27, China Minmetals held the promotion conference on the one-hundred-billion internal market of the Guangdong-Hong Kong-Macau Greater Bay Area in Shenzhen. Guo Wenqing, General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, attended and addressed the conference.
He firstly emphasized the historical background and significance of the conference. He pointed out that the conference was held in Shenzhen for four reasons: the first reason is that we must closely follow the requirements of General Secretary Xi Jinping to implement major national strategic deployment. After the 18th CPC National Congress, General Secretary Xi Jinping selected Shenzhen as the first place for investigation, declaring China's unwavering confidence and determination to promote reform and opening up to the world. Guangdong-Hong Kong-Macau Greater Bay Area is a grand strategy personally planned and promoted by General Secretary Xi Jinping. As a central enterprise, we should follow General Secretary Xi's instructions and requirements, and keep pace with the new era to contribute to the implementation of major strategic plans in China. The second reason is that Shenzhen leads the reform and opening up, and China Minmetals takes the lead in "Shenzhen Speed". China Minmetals, especially MCC, was an important force that comes earliest to Shenzhen to support the construction. China First Metallurgical Group Co., Ltd. created the world-renowned "Shenzhen Speed". The first expressway, the first overpass, the first sewage treatment plant, the first viaduct and even the first quality inspection station in Shenzhen were all constructed by MCC, which started China Minmetals' dedication to the reform and opening up. As we look back on history, we should remain true to our original aspiration and mission to continue to forge ahead. The third reason is that, as a pioneer, we should seize the opportunity to establish presence, and strive to become a leading enterprise. Shenzhen dares to take initiative on a trial basis and therefore has grown from a small fishing village to a world-class city and a pilot demonstration area of socialism with Chinese characteristics. As Shenzhen continues to develop, we should seize the opportunity to establish presence and continue to grow for further progress. The fourth reason is that the Guangdong-Hong Kong-Macau Greater Bay Area has great potential and vitality. Shenzhen is one of the cities with the highest degree of internationalization in China. The Greater Bay Area is booming, with the highest degree of internationalization, the latest scientific and technological innovation, and the strongest economic maturity. China Minmetals has always upheld the strategic thinking for market development, i.e. "casting nets in places where fish swim and herding sheep in places where grass grow". Shenzhen is such a place with fish and grass, and therefore we will come here.
Guo Wenqing stressed that the stable restructuring of China Minmetals and MCC for more than three years has successfully opened a new path to the complementary restructuring of the whole industry chain. During the period, we put forward the important strategic measure to build the one-hundred-billion internal market aiming at comprehensively promoting business integration and achieving the effect of 1+1> 2 after restructuring. Practices have proven that this strategic measure have been successful, and a large number of internal collaborative enterprises with good development momentum have emerged; in the first three years after the restructuring, we formed a complete industrial system chain and achieved four outstanding industrial achievements. Firstly, we formed a complete industrial system chain, including metallurgical construction national industrial chain and metal mining industrial chain; secondly, there is obvious collaboration advantage in the industrial chain; thirdly, a number of high-quality collaborative innovation projects have emerged; fourthly, four beams and eight columns support and rely on each other, and finance provides stronger and better services for the industry of China Minmetals.
For high-level planning and high-quality promotion of the one-hundred-billion internal market, Guo Wenqing put forward four requirements:
Firstly, solving the cognitive problem. Building the one-hundred-billion internal market is the important strategic measure put forward by China Minmetals. All departments and enterprises should be subject to and serve for this grand strategy. Keep mission and responsibility in mind, know our own weak links and bottom line, establish the “red line” consciousness, and do not easily engage in projects in some unfamiliar fields; prevent the "scattered and disordered" market development.
Secondly, strictly following rules. Leaders at all levels should strictly follow internal coordination work management rules and requirements of China Minmetals, have strong perseverance and determination under heavy pressure, and effectively conduct internal coordination to improve the internal market development.
Thirdly, strengthening check and supervision. Relevant departments should regularly check and supervise the internal coordination work. Internal collaboration should be carried out in any place that it can be carried out.
Fourthly, strengthening the rule of discipline. It is necessary to deploy and carry out the internal coordination work, and make professional division among enterprises in accordance with the relevant system requirements of China Minmetals to ensure no violation of rules and disciplines. The discipline problems arising from the internal coordination process should be handled strictly.
At the conference, Liu Caiming, Deputy General Manager, Chief Accountant and Party Group Member of China Minmetals, made deployment arrangement for the one-hundred-billion internal market, and put forward four requirements: firstly, fully understanding the great significance for the construction of the Guangdong-Hong Kong-Macau Greater Bay Area; secondly, firmly implementing the strategic measure of "building the one-hundred-billion internal market" proposed by China Minmetals; thirdly, driving the development of the one-hundred-billion internal market with the construction of the Greater Bay Area; fourthly, improving the development quality of the one-hundred-billion internal market with innovative thinking and courage. Ren Zhufeng, Deputy General Manager and Party Group member of China Minmetals, presided over the conference.
The Business Management Department of China Minmetals made special reports. Relevant enterprises made experience sharing and business recommendation, and signed projects. Participants were divided into groups for discussion on how to promote the high-quality development of the one-hundred-billion internal market. A total of 224 leaders from the relevant departments of the headquarter of China Minmetals, directly-managed enterprises and backbone subsidiaries and relevant personnel attended the conference.
