Wang Yongguang Leads Team to Check MCC’s Safety Production Work in Inner Mongolia Region

From July 25th to 27th, MCC Vice President Wang Yongguang led a team to make a major safety production inspection in Division 4-7 of the Inner Mongolia Tonglu Project. The Inspection Team was led by MCC5, its members were composed of CFMCC and MCCCE’s safety experts, and the group leader was MCC5 Vice General Manager Tan Xingshan.

In the late morning of July 25th, the Inspection Team convened its first meeting at the MCC Communication Construction Group’s Inner Mongolia Highway Project Headquarters, where it heard reports on the whole situation of the Headquarters and the safety work of the Tonglu Project. During the safety inspection, Wang Yongguang put forward the following requirements for the four project departments of the Inner Mongolia Highway Headquarters, Inspection Team, inspected and examined units, and Highway Headquarters General Contracting Project Department:

I. Requirements for the Inner Mongolia Highway Headquarters: combine the activity of 'Two learning and one doing'. check and contrast 'organization building, system building, operation building and working style building', and find shortcomings and close loopholes to improve the executive ability of the Headquarters and guide new industries to grow correctly. To these ends, the following works should be performed well: 1. Seriously study the Safety Production Law and implement all responsibility-bearing work properly according to the principles of 'same responsibility for Party and government, two responsibilities for one post, and accountability for derelictions of duty'. Responsibility belongs to the position and examination belongs to the individuals. 2 Ensure safety; clarify the construction command’s responsibility and right to effectively coordinate and supervise the construction management of subcontracting teams. 3. Strictly check the technical proposals of the four expressways; the Headquarters should strictly review the work ranging from facility arrangement to proposal review; without the approval of the Headquarters, construction cannot begin, be accepted by supervisors, moved to the next step or used. 4. Enforce risk prevention at construction sites, identify hidden dangers, and emphasize the key point of enhancing construction site safety supervision; increase the ability to find hidden dangers, identify risks, enhance risk identification and supervision, strengthen the inspection and rectification of hidden dangers, and complete the emergency plan. 5. Make sure that funds for safety precautions are in place. 6. Strengthen site safety training according to certain targets; only those who pass the examination will be qualified to work. 7. Strengthen basic management, complete all documents and certificates, and improve the ability of the Project Department's staff to operate and deal with public relations. 8. Enforce the system of work reporting, regularly report work progress, and report problems to the Project Department according to the related requirements of the Group’s project management to ensure supervision. 9. Strengthen site coordination, the unity of command and concerted action, and ensure that the Headquarters organizes every construction subsection to conduct safety checks every month, of which each department takes charge in rotation.

II. Requirements for the Inspection Team: 1. According to the plan, inspect the division of labor with nothing left out; 2. Be strict in the evaluation of problems during the inspection; 3. Completely fulfill the requirements for solving and rectifying hidden dangers; 4. Check and conclude properly without just 'going through the motions'.

III. Requirements for the inspected departments: 1. Actively meet the Inspection Team, have the correct rectification measures ready for any problems discovered in the work, and find more shortcomings and fewer objective conditions. 2. According to the corrective requirements, deal with hidden dangers seriously to form closed-loop management. 3. Take the corrective requirements of the Inspection Team as a daily work standard, and improve and clarify the management level with high standards and strict requirements. 4 Based on the regional characteristics, make an emergency plan and self-check the characteristics of the engineering geology and surroundings to prevent landslides, torrential floods and other natural disasters.

IV. Requirements for the corrective work of the four project departments of each inspected department: 1. Seriously implement the system of management responsibility according to the requirements of 'same responsibility for Party and government, two responsibilities for one post, and accountability for derelictions of duty', and work on the technology support system, safety supervision system and guarantee system; responsibility belongs to the position and examination belongs to the individuals. 2. According to the corrective requirements of the specialists and professional data, take the requirements of the specialists as a project standard, and a high standard and strict requirement for future projects; pay great attention to the fire safety of gas and oil use in dormitory areas. 3. Standardize three-level training, show the results of safety and technology, and display the features of targeted training to improve training results. 4. As for the characteristics of expressway construction, effectively identify, supervise and manage 'dynamic danger sources', and strengthen the supervision of subcontracting teams to ensure of the unity of standards, requirements, inspections and examinations. 5. Standardize basic management work; the documents should be complete, true, convincing and traceable, with both words and pictures; complete the procedures and clarify the process; non-legal persons can only sign contracts with a legal person’s letter of authorization to ensure legality and prevent operating risks. 6. Combine the activity of 'Two learning and one doing' to enhance the working style construction of the Project Department; work in a down-to-earth way, do not be absent from the job, do not slack off, do not pretend to know, and do not respond simply. 7. Deal with the follow-up work effectively, including safety management, site supervision and technical proposal demonstration; strictly ensure the precaution plans, prevent the 'three positions' phenomenon, and supervise dynamic danger sources and hidden dangers at work. 8. Strengthen study, become familiar with the characteristics of new technology and skills, and improve the working system, management procedures and precaution plan to raise the Project Department’s management level; cultivate a sense of duty in guiding the construction of expressways, and dare to court the international market.

V. Requirements for the corrective work of the main contractor of the Expressway Headquarters: 1. Aim to improve the safety supervision fulfillment of the main contractor, perform well in the fulfillment of responsibility judgment, implement the mission, review the supervision of the proposal process, and enhance awareness of risk prevention and responsibility. 2. Strengthen the development of the ability to supervise the safety measures of the main contractor, enhance the supervision of the sites of every sub-contractor, and effectively identify and supervise all dynamic danger sources. 3. Effectively organize the work of your own department in safety supervision and inspections, and implement the project manager responsibility system; according to the requirements of 'same responsibility for Party and government, two responsibilities for one post, and accountability for derelictions of duty', ensure the allocation and fulfillment of responsibility, work on the technology support system, safety supervision system, and person and property guarantee system; responsibility belongs to the position and examination belongs to the individuals. 4. Standardize three-level training, show the results of safety and technology, and display the features of targeted training to improve training results; improve the operators’ safety awareness, safe working ability and self-protection ability through training. 5. Standardize the basic management work; the documents should be complete, true, convincing and traceable, with both words and pictures; complete the procedure, accord with the law and guide the work of other departments. 6. According to the regional characteristics of the project, guide the construction units to make emergency plans and organize emergency training, emergency drills and other activities.

The first meeting was attended by MCC Inner Mongolia Expressway Project Commander Leng Mingze, Deputy Commanders Wu Jinyu and Hao Ming, and others. The site inspection was attended by MCC Inner Mongolia Expressway Project Deputy Commander Hao Ming, MCC22 Deputy General Manager Han Bing and other related persons from MCC2, MCC22, MCC17 and the MCC Transportation Construction Group Project Department.
