In the afternoon of March 11th, the Group Company held a meeting with the Hunan Provincial People’s Government in Beijing. It was attended by Group Company President & Party Organization Secretary He Wenbo and Hunan Provincial Party Committee Deputy Secretary & Provincial People’s Government Provincial Governor Xu Dazhe. Both parties conducted an extensive and in-depth exchange on carrying out central decision-making deployment and further deepening government and enterprise cooperation. Group Company General Manager and Party Organization Deputy Secretary Guo Wenqing introduced the key points of the cooperation between both parties. Group Company Chief Accountant and Party Organization Member Shen Ling introduced the development situation of China Minmetals and its enterprises in Hunan Province, and the cooperation suggestions of both parties. Hunan Provincial Party Standing Committee Member and Provincial People’s Government Executive Vice Governor Chen Xiangqun introduced the cooperation suggestions of Hunan Province. The meeting was attended by Group Company Vice General Managers and Party Organization Members Li Fuli and Zhang Zhaoxiang, and Hunan Provincial People’s Government Vice Governor Zhang Jianfei.
He Wenbo welcomed Xu Dazhe and his delegation and expressed gratitude for the trust and support given by the Hunan Provincial Party Committee and Provincial Government to China Minmetals in the long term. He then pointed out that the core main business of China Minmetals is the metal mining industry. As the hometown of nonferrous metals, Hunan has gathered large quantities of enterprises in the field of the core main business of China Minmetals and 13 state-level innovation platforms. Hunan Province is both a production center and a science and technology center of China Minmetals. China Minmetals will combine the industrial planning in Hunan Province and development requirements for the Yangtze River basin and Xiang River basin, keep a foothold in China Minmetals’ strategic planning and practical business, jointly promote the transformation and upgrading of enterprises in Hunan along with Hunan Province, and jointly pursue the sustainable development of the enterprises and locality according to the five development concepts put forward by General Secretary Xi Jinping.
He Wenbo emphasized that the metal mining industry is currently in a restoration stage and we should see clearly what we should do and what we shouldn’t do. Traditional industries shall be comprehensively transformed and upgraded, and training and development shall be accelerated for high and new technology industries. Specifically, both parties shall seek cooperation in three fields: first, basic industry and the primary fields of metal smelting and processing. It is necessary to depend on the application of advanced technologies and the implementation of forward-looking environmental protection standards, and to create good and sustainable economic and social benefits with limited resource investment and environment capacity. The concrete measure is to establish a copper, lead and zinc industry base. Both parties shall positively cooperate and realize the connection of nodes and the implementation of policies. Second, the high and new technology industry field with new materials as its representative. It is necessary to exploit advantages to the full in the development and integration of rare earth resources and the cemented carbide and lithium battery business upgrading and development, and to make up for shortcomings. It is hoped that Hunan Province will provide convenience and support in the related aspects. Third, infrastructure construction and the related primary business fields of new urbanization development and construction. Both parties shall explore cooperation opportunities and expand cooperation space. It is suggested that both parties should adopt such cooperation models as PPP to carry out related business cooperation. He also introduced the related conditions of system reform and innovation for enterprises in Hunan Province, and pointed out that they will spare no efforts to complete the related work.
He Wenbo said that China Minmetals is full of confidence in the development of Hunan Province, and it is confident, willing and able to continuously keep a foothold, provide services and deeply plough in Hunan in order to increase the intensity of the local investment and industrial development, jointly create a marker post for cooperation development and a model of mutual benefit and win-win results between the central enterprise and Hunan Province, and make new contributions to guiding the new normal of the Chinese economy and industry transformation and upgrading.
Guo Wenqing introduced the relevant circumstances of the strategic recombination of China Minmetals and MCC, and the key points in the cooperation relationship with Hunan Province. He pointed out that the strategic recombination of two Fortune Global 500 enterprises was conducted to forge a ‘First in China and First-class in the World’ metal mining group. Last year, the State Council approved China Minmetals as an experimental unit of state-owned capital investment companies, making it the only experimental unit of state-owned capital investment companies in the metal mining field. China Minmetals’ development direction and strategic positioning point in the same direction and correspond with those of Hunan Province. From this year, China Minmetals is promoting the related work under the guidance of its struggling objectives, including ‘Three Steps and Two Doubles’.
In terms of the cooperation between both parties, Guo Wenqing made several suggestions. First, it is necessary to jointly promote the construction of the nonferrous metal industry park, integrate copper, lead, zinc, nickel and other nonferrous metal smelting fields, and forge a nonferrous metal industry park which is the largest in China and well-known in the world. Second, it is necessary to jointly carry forward the construction of the new materials and new energy fields. Enterprises shall give full play to their resource and technology advantages to form combined effects, and it is hoped that Hunan Province will offer more policy support to this end. Third, it is necessary to further deepen cooperation in infrastructure construction. With considerable advantages in underground pipe galleries, theme parks, highways, feature town construction, sewage treatment, waste incineration and other fields, MCC hopes to take root in Hunan and positively participate in local economic construction. Fourth, it is necessary to appropriately dispose of ‘zombie enterprises’ and exceptionally poor enterprises. He pointed out that the close attention paid by the Hunan Provincial Party Committee and Provincial Government has reinforced China Minmetals’ confidence. China Minmetals will positively promote the related work, and they hope that Hunan Province will provide the corresponding policy support in accordance with the provincial standards for state-owned enterprises. He also exchanged opinions with Hunan Province in terms of the headquarters base construction of Minmetals Non-ferrous in Hunan Province, Two-creation Science Park construction, carrying out financial transactions and other projects.
Shen Ling introduced the strategic reorganization of China Minmetals and MCC, carrying out the experimental units of state-owned capital investment companies, the ‘13th Five-year’ strategic planning and basic information about the good opening, and reviewed both parties’ strategic cooperation course. She pointed out that for over ten years, the quantity of China Minmetals’ enterprises in Hunan has sharply increased, with the asset size constantly enlarging and the operation revenue substantially increasing. It has made great contributions in overall profits and taxes, and has devoted efforts to maintaining the employment and income increase of the staff. With the industry investment proportion in Hunan being substantially increased, four industrial distributions have been initially shaped in Hunan Province, and nonferrous metals in Hunan are being strongly supported and invested in. She also introduced the development ideas and related cooperation suggestions of China Minmetals concerning carrying out construction in ‘large-scale non-ferrous’ metals, new materials, new energy, infrastructure and new urbanization, financial services and other businesses in Hunan.
Xu Dazhe thanked China Minmetals for the warm reception, gave his congratulations for the performance gained by China Minmetals in recent years, and expressed his gratitude to China Minmetals for serving Hunan Province as its production center and technology center, and the contributions made by China Minmetals to Hunan Province. He pointed out that as a large province with nonferrous metals, Hunan is currently keeping a foothold in the zoning and good traffic advantages of ‘One Belt and One Part’ (the transition belt between the eastern coastal region and the central and western regions, and the joint part of the Yangtze River Open Economic Belt and Coastal Open Economic Belt), carrying out new development concepts, vigorously implementing strategies with innovation to guide the opening and sharp rise, and constructing a ‘strong province in five aspects’. He hopes that China Minmetals will take full advantage of the resource superiorities of Hunan, further perform well in nonferrous metal fields, and spare no effort to support China Minmetals in forging the Two-creation Base and nonferrous headquarters base in Hunan.
Xu Dazhe pointed out that the question of how to implement five development concepts in the field of nonferrous metals is a challenge for both parties. Hunan Province insists on overall economic and ecological development, and supports the transformation and upgrading of nonferrous metal selection and processing enterprises. For the upgrading and transformation of nonferrous enterprises, it is necessary to be led by innovation, meet the standards for environmental protection, take the road of green development and gain a larger profit space and market competitiveness after enterprise transformation. It is hoped that the enterprises of China Minmetals in Hunan Province will gain greater achievements in carrying out nonferrous metal industry park construction, cemented carbide business, capital construction business, financial transactions and so on, and make larger contributions to the economic and social development of Hunan Province. He pointed out that the government at all levels and relevant departments in Hunan Province will strictly carry out relevant policies in the central government, and make the greatest efforts to provide convenient conditions for the reform and development of China Minmetals’ enterprises in Hunan Province within the scope of the law and the scope of their capacity.
Xu Dazhe pointed out that Hunan shall pursue long-term development and solve the practical problems it faces at present. He completely agreed with the work thought of the ‘connection of nodes and implementation of policies’ put forward by President He Wenbo. It is hoped that both parties will surround the conference results and clarify the details and concrete measures in this cooperation between the government at all levels and related departments of Hunan Province, and China Minmetals’ headquarters and enterprises in Hunan, as soon as possible. It is necessary to take the time cost of project work into full consideration and quicken the implementation and promotion of various measures.
Chen Xiangqun positively responded to many cooperation suggestions in terms of the construction of the Minmetals Nonferrous Headquarter Base and Copper, Lead and Zinc Base in Hunan, construction of a precision tool industry park, cemented carbide business development, new material and new energy business development, infrastructure construction and pollution treatment, financial transaction development, relocation and restructuring of enterprises in Hunan and so on, and introduced the cooperation thoughts and expectations of Hunan Province.
At the meeting, both parties also conducted an extensive and in-depth exchange regarding questions of common interest.
