On April 28, China MCC held its Q1 2026 Operational Analysis Conference in Beijing to advance near-term priorities. China MCC President and Deputy Party Secretary Chen Yang attended and delivered closing remarks. Senior executives Zhu Guangxia, Mo Chunlei, Dong Su, and Wang Bo were also present.
General Secretary Xi Jinping’s significant article, "Speech at the Central Urban Work Conference", which was published in the second issue of Qiushi magazine in 2026 was studied and conveyed at the meeting. The meeting noted that General Secretary Xi Jinping's important speech at the Central Urban Work Conference scientifically addressed major theoretical and practical issues, including whom urban development serves, whom it relies upon, what kind of cities to build, and how to build them, thereby providing the fundamental guidance for urban work in the new era and on the new journey. The company as a whole must elevate its political stance to support the national urban renewal strategy; accelerate early breakthroughs to expand the business scope of urban renewal; and strengthen technological support to promote high-quality urban renewal.
The meeting emphasized that in the first quarter, the company's business structure was continuously optimized, technological innovation achieved multiple breakthroughs, operational quality gradually improved, major projects were executed with high efficiency, management enhancement advanced in depth, and the overall safety situation remained stable, resulting in a steady start to the year. The next phase requires reinforcing confidence, aligning with set objectives, and confronting challenges decisively to drive Q2 performance toward achieving the halfway targets. Specific priorities include: (1) conducting a rigorous assessment of market conditions to accelerate strategic breakthroughs; (2) intensifying cost optimization and value creation while strengthening contract execution to enhance operational efficiency; (3) prioritizing cash flow discipline, strictly adhering to budget controls to improve operational quality; (4) advancing innovation-led growth by integrating technology across both value chains; (5) targeting identified weaknesses with precise interventions to contain and mitigate risks; and (6) reinforcing developmental safeguards by embedding accountability across all safety protocols.
The meeting further mandated a deep push for education on establishing and practicing a correct view of performance, ensuring learning outcomes translate into tangible momentum for high-quality enterprise development; rigorous implementation of corrective measures following the central inspection feedback, driving genuine and complete rectification; sustained advancement of comprehensive and rigorous party governance with continued efforts in specialized oversight; and robust management of complaint and stability maintenance operations, including strict holiday duty assignments, to cultivate a stable and harmonious development environment.
At the conference, the relevant departments from the headquarters made a comprehensive review and analysis on the overall business progress in Q1, and relevant units delivered presentations on the implementation of their work.
The conference was conducted via an "on-site + video" format. Attendees were the executives not part of the leadership team, other members of the working teams, key principals of subsidiaries, department heads of the headquarters, Heads of the Party Committee Inspection Team, and representatives participating from video sub-sites.
