On February 23rd, China Minmetals General Manager & Party Group Deputy Secretary and MCC Group President & Party Committee Secretary Guo Wenqing convened and presided over the Group Headquarters cadres’ meeting at which the key work for 2018 was arranged and deployed. The meeting was attended by China Minmetals Vice-General Manager & Party Group Member and MCC Group General Manager & Party Committee Secretary Zhang Zhaoxiang, China Minmetals Party Group Member and Party Discipline Inspection Group Head Lu Weidong, and MCC Group & MCC Party Committee Deputy Secretary and MCC President Zhang Mengxing, as well as MCC Group leadership members and leaders above Headquarters cadre undersecretary level.
Guo Wenqing emphasized that in the past few years, the MCC Group has consistently maintained a stable development pace, made remarkable achievements and obtained extensive praise and high recognition from the Group, other central enterprises and all sectors of society. In recent years, MCC has worked steadily, forged ahead and achieved down-to-earth development growth under the guidance of the development goal of ‘Focusing on MCC’s main businesses and building a Better MCC’. During these years, sufficient energy has been accumulated for the enterprise’s sustainable development, and MCC employees have gained an increasing sense of attainment and honor. In the future, on the basis of these hard-earned achievements and its accumulated strength, MCC will rise abruptly and enjoy bright prospects. The key to development potential lies in MCC cadres’ excellent working style, clear and powerful strategic thought, and fighting ability in the market.
Guo Wenqing pointed out that MCC employees persistently pursue a better life through the long-term struggling goal of ‘Focusing on MCC’s main business and building a better MCC’. They never cease ‘building a better MCC’ across different goals and requirements at different stages. In this New Year and new era of socialism with Chinese characteristics, we shall make new achievements and gain better results with our new working style, energy, image and atmosphere.
Guo Wenqing then arranged and deployed the key work for 2018, putting forward six requirements:
First, maintain strategic willpower and ensure the solid implementation of the Group’s strategies. In recent years, MCC’s practical process and operation results have fully proven that the MCC Group’s strategic thought is correct, and its strategic positioning of being the ‘national team of metallurgical construction, the main force of capital construction and the pacesetter of emerging industries, insisting on taking the road of high-tech construction in the long term’ is correct. Conforming to new changes in the new era, the MCC Group’s strategic positioning requires further adjustment and perfection into being the ‘national team of metallurgical construction, the main force of capital construction and the pacesetter of emerging industries, insisting on taking the road of high-tech and high-quality construction in the long term’, which meets General Secretary Xi Jinping’s development requirements for central enterprises, the Central Economic Working Conference’s spiritual requirements and the MCC Group’s high-quality future development requirements. MCC will persistently adhere to being guided by this strategy, always maintain strong strategic willpower, avoid being swayed by considerations of gains and losses, avoid making frequent policy changes, make persistent efforts with patience and endurance, elaborately plan around the strategies, research implementation measures individually and guarantee the solid implementation of the strategic positioning.
Second, make the world’s first ‘national team’ of metallurgical construction and operation services stable and solid. The MCC Group arose out of iron and steel. Metallurgy is the foundation of MCC. The ‘national team of metallurgical construction’ is MCC’s brightest brand and most highly raised flag. Iron and steel is the bread of industries. The metallurgical market will never disappear. The operation services market has particularly bright prospects. We must give full play to our own competitive advantages, enhance our strengths and avoid weaknesses, conduct deep explorations, identify the correct position and make the gilded signboard of the ‘national team of metallurgical construction’ famous among central enterprises. It is necessary to speed up research into specific paths and measures so as to accelerate the cultivation of the world’s first ‘national team of metallurgical construction and operation services’, remain in alignment with the world’s first-class enterprises, distinguish between those aspects in which MCC is the world’s No. 1 in the metallurgical field and those in which MCC must make efforts to become the world’s No. 1, clearly understand the direction and level of the world’s No. 1 enterprises, as well as their thoughts, actions and future development goals and directions, conduct deep cooperation and communication with such advanced enterprises as Danieli, Simak and Voestalpine, and jointly seek development on the huge platform of the international market. It is important to seriously assess and evaluate the construction situation of the ‘national team of metallurgical construction’, summarize the experience and lessons of the design and construction enterprises in ‘forming fairs’, assess whether relevant subsidiaries in the first echelon of the 8 parts and 19 business units are shouldering their national responsibilities, analyze the factors behind their differences, judge whether they can rapidly catch up and make adjustments. It is vital to build MCC’s metallurgical brand products. The core goal is to accelerate the productization of core metallurgical technology and turn MCC’s technological advantages into tangible and visible product branding, industry and market advantages.
Third, raise the proportion of the real economy via our science and technology advantages. With the development that MCC has achieved in recent years, the Group has accumulated sufficient strength in resources. In the next step, MCC will conform to the new needs and situations of market development, take a long-term perspective, deeply research effective measures and implementation methods for increasing the proportion of the real economy, and construct more real economic projects such as the Caofeidian International Ore Mixed Trade Center Project and MCC Ramu Ternary Precursor Project. The design and construction enterprises are planning to build a batch of long-term holding product projects and high-quality demonstration projects via technology, capital and other investments in the engineering construction field and ‘Belt and Road’. It is important to tightly seize the development opportunity brought by the millennium plan for the construction of Xiong’an New Area. At present, the most important task is to accelerate the implementation of two missions: fabricated steel structure and seedling base construction.
Fourth, make appropriate changes to the marketing modes and establish and consolidate a goal for long-term prosperity and stability. If an enterprise ignores market development, it gives up on its development. MCC’s leaders at all levels shall have forward-looking and strategic insight. Think five moves ahead when playing chess, predict the market environment that the enterprise will face in five years and scientifically plan the future transformation and development road of the enterprise. It is necessary to fully recognize the great market potential and severe market situation. The overall financial situation is becoming tighter and project conditions are increasingly rigorous. The MCC Group must change its marketing modes, participate appropriately in metallurgical and mineral product investment projects and other projects along the ‘Belt and Road’ route in the context of focusing on undertaking engineering construction, and contract big projects in big markets with moderate capital so as to obtain a batch of projects with sustainable and stable cash flow, and long-term stability. It is vital to make full use of new types of high-quality development for urbanization and extensive opportunities in ecological culture construction, make concerted efforts in the construction of comprehensive pipe galleries, theme parks, urban operation, beautiful villages, characteristic towns, water environment treatment and other aspects, try to make major new breakthroughs and build the MCC Group’s differentiated brands. It is important to create a wider financing channel and platform, boost the Group’s needs in industrialization and real economic development, further free our minds, speed up promoting the exploration of regional companies’ localization and mixed ownership, and accelerate the implementation of projects in cooperation with local governments. Meanwhile, the Group will set up an investment committee to further enhance the risk investigation, control and management of projects, and improve the efficiency and scientificity of decisions.
Fifth, continuously grasp cadres’ work construction and ensure that it can withstand inspection. When the correct path is defined, the cadres form a decisive factor. Once cadres’ work style is rectified, the key factors can be managed properly. The cord of work style construction must be stretched tight at all times. It is necessary to convert everything pragmatically, maintain a sincere fellowship and brotherhood, make solid, practical and honest efforts to do business, avoid considering immoral practices, making petty profits with speculation, forging table friendships or creating low-grade things, insist on a good style and ensure that the enterprise’s operation management activity can endure inspections by superiors and stand the test of time and history.
Sixth, greatly promote the construction of cadre ability, rejuvenation and reform. ‘Ability’ means seriously learning the spirits of General Secretary Xi Jinping’s series of important speeches, deeply learning and understanding their contents, enhancing cadre ability, carrying out better guidance for the enterprise’s development and overcoming the ‘ability crisis’. ‘Rejuvenation’ means being good at discovering talents and focusing on cultivating and bravely deploying young cadres, and establishing a cadre talent echelon matched with the enterprise’s development as soon as possible. And ‘reform’ means being loyal to the Party, enthusiastic, promising and responsible, and making solid achievements. The Group shall plan and think with a strategic perspective on long-term development, and create a large-scale environment of cadre ability, rejuvenation and reform from the higher levels to the grass roots as soon as possible.
