Guo Wenqing Meets Fuzhou Deputy Party Committee Secretary and Mayor You Mengjun

  On August 15th, China Minmetals Corporation General Manager & Deputy Party Committee Secretary and MCC Group President & Party Committee Secretary Guo Wenqing met Fuzhou Deputy Party Committee Secretary and Mayor You Mengjun and his delegation in Beijing. Both sides held deep talks about further enhancing municipal infrastructure, rail transportation, underground pipe galleries, characteristic towns and high-end real estate development and construction, establishing a headquarters base and nonferrous metal trading center in Fuzhou City and other cooperation matters, and eventually reached an agreement.

  Guo Wenqing welcomed You Mengjun and his delegation, and introduced the basic situation of the reorganization of the China Minmetals Corporation and MCC, two of the world’s Fortune Global 500 companies. He pointed out that after the reorganization the new China Minmetals Corporation has RMB 1.6 trillion in total assets and 240,000 employees. Its business covers the whole industrial chain from mine acquisition, exploration, design, construction, mining, beneficiation, smelting and logistics to trade. The new China Minmetals Corporation has become a state-owned capital investment corporation approved by the State Council. It is committed to becoming a ‘First in China and First-class in the World’ metal and mining group and the guarantor of national metal mineral resource security. The two enterprises have large assets and high complementarity. Under the strategic layout of the dominant business, the enterprise enhances its risk resistance capacity through such measures as the coordination of an RMB 100 billion internal market, makes efforts to reach the goal of ‘three steps and two doubles’ in 2020, and achieves sustainable and stable development. At present, MCC positively carries forward the strategic positioning of being the ‘national team of metallurgical construction, the main force of capital construction and the pacesetter of emerging industries, insisting on taking the road of high-tech construction in the long term’, and has undertaken over 90% of domestic iron and steel projects and over 60% globally, making it worthy of being the ‘national team of metallurgical construction’. In the basic construction field, MCC puts technology from the iron and steel metallurgical field into civil infrastructure construction. Such fields as expressways, airports, real estate and urban infrastructure construction have rapidly developed. In new emerging industries, MCC applies its technological advantages in ‘utilities’ in such industrial fields as metallurgy to new emerging industries. Such new emerging industries as beautiful village & smart city technology, sponge city technology and comprehensive underground pipe galleries are in the stage of full bloom, especially comprehensive underground pipe galleries. The MCC Group is a leading enterprise with the best comprehensive performance, longest single mileage, greatest market measurement and highest technical content in the pipe gallery field among central enterprises, and it also participates in the establishment of national standards. In 2009, MCC built the 33 km Zhuhai Hengqing Underground Comprehensive Pipe Gallery Project, the first systematic and regional comprehensive pipe gallery system in China, providing a benchmark for domestic comprehensive pipe gallery construction. On May 20th, 2017, MCC successfully held the 2017 China City Steel Comprehensive Pipe Gallery New Technology Application and Popularization Conference in Hengshui City, Hebei Province, and launched the first domestic new fabricated corrugated steel pipe gallery technology that it researched and developed independently. This technology has caused a revolution of new technology, new processes and new material applications, solved the widespread excess iron production capacity problem, improved the application of steel structure products and raised the urban construction level. Additionally, such new emerging industries as sewage treatment and waste incineration power generation have become MCC’s specialities. The Group can dispose of about 5 million tons of sewage per day and has designed 60% of domestic waste incineration power generation projects.

  Guo Wenqing pointed out that the China Minmetals Corporation and MCC Group have cooperated with the Fuzhou Municipal Party Committee and Government many times, and both sides signed a strategic cooperation agreement early in 2015. Even with the earlier market layout and wide business scale, the enhancement of promotion is still required. In the next step, both sides shall first compensate each other’s weaknesses, continue to deeply cooperate, adopt the flexible commercial cooperation mode and continue enhancing project cooperation in such fields as municipal infrastructure construction including expressway and rail transit, characteristic towns and high-end real estate. Second, it is necessary to become involved in the development of Fuzhou and realize mutual benefit and win-win result. With an advantageous geographic position and rich mineral resources and marine resources in Fuzhou, it is hoped to take root in Fuzhou, build the new China Minmetals Corporation Headquarters Base and Southern Nonferrous Metals Trading Center, jointly establish a comprehensive pipe gallery company, merge such businesses as finance, trading and nonferrous metal trading into Fuzhou’s grand development, and achieve mutual benefits and win-win results. Third, it is important to positively connect and complete every task to high levels of quality. We will adhere to the pure and heavy MCC spirit of ‘Never delaying and never slacking’, appoint specific connection liaisons, develop our ideas, promote project implementation with a positive attitude, perfectly complete every task of every project, and make big contributions to the social and economic development of Fujian.

  On behalf of Fuzhou Municipal Party Committee Secretary Wang Ning, You Mengjun thanked the China Minmetals Corporation and MCC for the long-term support they have given Fuzhou. He then pointed out that in 2015, the MCC Group and Fuzhou City signed a strategic cooperation agreement with profound significance, abundant contents and advanced ideas. In the earlier stage, such problems as the necessity of removal restricted the implementation of specific projects, but the Fuzhou Municipal Party Committee and Government still have confidence in further deepening government-enterprise cooperation and compacting their cooperation basis. Now, as a strategic pivot city of the Maritime Silk Road core area in the 21st century, Fuzhou has been accelerating the promotion of its urban ‘heading east and south, going along the river and sea’ development. Many opportunities and huge potential exist in infrastructure construction and Binhai New Area. He hopes that the China Minmetals Corporation and MCC will assist in Fuzhou’s grand development and construction. He added that the Fuzhou Municipal Government is responding to President Xi Jinping’s appeal to ‘take action immediately and undertake practical work’, and achieves mutual benefits and development in three specific aspects. First, it is necessary to speed up the implementation of current projects. The Fuzhou Municipal Government will break through the land acquisition bottleneck at full speed, promote the progress of such projects as Outlets and the Minhou High-tech Industrial Park, and eradicate development obstacles. Second, it is important to carry forward President Guo Wenqing’s development ideas. Fuzhou City will provide the best section in the core area and the most preferential policies so as to support the development of the China Minmetals Corporation and MCC in Fuzhou, and connect and implement such projects as the headquarters building and nonferrous metal trading center in batches. Third, he hopes that the China Minmetals Corporation and MCC will positively participate in Fuzhou’s construction and development. Both parties are expected to enhance their connection in such fields as rail transportation, municipal infrastructure construction, underground comprehensive pipe galleries, real estate development, characteristic towns and large complex buildings, and put the cooperation agreement signed in 2015 into real practice and full play. He emphasized that this meeting will be a new start for the cooperation development between the China Minmetals Corporation, MCC and Fuzhou, starting a new chapter in their cooperation relationship. He hopes that the cooperation projects will be implemented as soon as possible and make great achievements.
