On March 12, Chen Jianguang, Member of the Leading Party Members Group and Deputy General Manager of the Group Company, and Secretary of the Party Committee and Chairman of Metallurgical Corporation of China Limited (MCC), conducted an on-site inspection and extended regards to frontline staff at the Yanjiao Depot Project of Beijing Rail Transit Line 22, undertaken by Shanghai Baoye.
Chen Jianguang visited the construction frontline to conduct an on-site inspection of site civilization and safety protection measures. He gained a detailed understanding of project construction progress, safety production, quality control, and post-holiday work resumption. He specifically inquired about project resource allocation, multi-party coordination, and the implementation of emergency duty mechanisms. During the subsequent research symposium, Chen Jianguang heard a project-specific report. He fully affirmed Shanghai Baoye's phased achievements in steadily advancing engineering construction and provided clear requirements for subsequent work based on the project's actual conditions.
Chen Jianguang emphasized six key areas for project advancement. First, accurately targeting task objectives and grasping the core of profitability is paramount. This involves establishing and practicing a correct view of achievement, recognizing projects as the foundation of enterprise development and the source of benefits. It necessitates reinforcing a "account-based management" mindset, prioritizing perfect contract fulfillment and profit realization. Enhancing efficiency through meticulous management will solidify the enterprise's foundation for high-quality development. Second, ensuring quality contract fulfillment is crucial for building a robust brand. The "site as a circular market" concept should be adopted, treating ongoing projects as the most cost-effective, efficient, and binding form of marketing. This fosters a virtuous cycle where constructing a project results in a quality product, benefits the local populace, and expands market reach, thereby earning market reputation through superior projects. Third, focusing on talent cultivation is essential for forging an elite team. The understanding that "project frontline is a vital platform for cadre training and development" must be deeply ingrained. Practical mentorship programs should be implemented to hone the professional capabilities and service orientation of frontline cadres through project experience, continuously supplying the enterprise with core talent possessing strong political conviction, excellent professional skills, and impeccable work ethic. Fourth, strengthening grassroots Party building and upholding the integrity line are imperative. The directive of "establishing Party branches at project sites" must be strictly adhered to, positioning the project frontline as the focal point for enhancing Party leadership and enterprise integrity construction. Project leadership team members should exemplify exemplary conduct, rigorously abide by all regulations, and ensure lawful and compliant operations, thereby fortifying the integrity risk defense line at its source. Fifth, steadily resuming work and production, while strictly adhering to the "three guarantees" red line (quality, safety, and schedule), is essential. Annual construction plans must be scientifically formulated to ensure quality, safety, and adherence to schedule. Strict control over progress and project quality, alongside maintaining safety standards, is required. Planning and deploying flood control measures in advance, considering regional climatic conditions, and arranging construction scientifically and rationally will continuously improve emergency response plans. Sixth, enhancing support and care is vital for consolidating collaborative efforts. Attention should be given to the well-being of young employees, enriching their extracurricular cultural lives, and fostering an atmosphere of integrity and positive engagement for entrepreneurial endeavors.
