The Technological Design Specification for Concentrator of Metallurgical Mine (“Specification” below) was officially announced as a national standard by the Ministry of Housing and Urban-Rural Development on August 4. MCC Northern Engineering & Technology Corporation (NETC) had presided over the edit of the Specification, which together with Changtian International Engineering Corporation, MCC (CIE) had served as the chief editing units; 12 other units, including Northeastern University, had participated.
The editorial work of the Specification officially started in September 2007. During the editing of the Specification, extensive efforts were made, including: searching and gathering relevant domestic and foreign data and information in an all-round way; organizing surveys and conducting necessary special research and technical discussion; referencing experience in compiling related standards and specifications; widely seeking opinions from relevant production, design and academic units; and making repeated discussions and revisions regarding main issues and those in dispute. In June 2009, the chief editing units summarized the participating units’ comments and survey results once again, and formed the exposure draft (official) of the Specification. In August 2009, a discussion draft was formed after content modification according to opinions received.
In May 22-24, 2009, the China Metallurgical Construction Association (“CMCA” below) held a review conference on the Specification in Anshan, Liaoning Province, attended by 10 editorial panel delegates from the chief editing and participating units as well as 7 specially invited experts. After two-day meticulous discussion and study, the panel of experts concluded that the Specification was complete, systematic and up to standard, was extensively demonstrated, accorded with the national condition and was scientific, farsighted, coordinated and operable in prescription. After the conference, the editorial panel modified the draft for examination as per review opinions and formed the draft for approval.
In September 17-18, 2009, the CMCA convened the review conference on the Specification (draft for examination) in Anshan, attended by 8 experts from six units in metallurgy, design and scientific research, as well as 10 editorial panel members. Chaired by Guo Qijiao, deputy secretary-general of the CMCA, the conference raised explicit requirements on review of the Specification. The experts carefully discussed the Specification, examined it item by item, and adopted in principle the draft for examination. The editorial panel produced the draft for approval after modification as per review opinions raised by the conferences, and then submitted it to the Ministry of Housing and Urban-Rural Development for approval. From beginning to end, the editing work lasted for two years.
The Specification is a high-level national standard. The publication of it filled the gap the country’s ferrous metallurgy sector had had in concentrator design specification, and will provide the basis for design of ferrous concentrators, as well as an effective safeguard for their safety, environmental production, energy efficiency and emission reduction.
