A Completion & Commissioning Ceremony was convened for the 1st Phase of Lai’an County Sewage Treatment Plant in Anhui Province on January 16, 2010. This facility was contracted by Huatian Engineering & Technology Corporation of MCC (HTC). Vice Mayor Huang Xiusheng of Chuzhou Municipal Government, Secretary Zhang Youzhi of CPC Lai’an County Committee, Magistrate Jin Weijia of Lai’an County, Chairman Huang Pinghua and Chief Accountant Li Debin of HTC were present at the event.
As one of the key livelihood projects of Lai’an County in 2009, the abovementioned works was constructed by HTC in BOT manner, with a daily sewage treatment capacity of 60,000 tons and a service area of 21.36 square kilometers. This plant is to be built up in two stages. The first phase costs over RMB 39 million yuan, with a daily sewage treatment capacity of 30,000 tons. Orbal oxidation ditch technology and disinfection process by ultraviolet light have employed for this works, by means of which the water after treatment will be rated as 1st Class B as per the Urban Sewage Treatment Standard. The project was commenced on April 18, 2009. After intensified construction of 7 months, it was preliminary fulfilled in November and put into trial operation in December 2009, two months ahead of the planned implementation schedule. The commissioning of the facility not only thoroughly puts an end to the past era of Lai’an County without any sewage treatment plant, but also: (i) symbolizes the further improvement of infrastructure of the county; (ii) effectively enhances the environment quality of the area; and (iii) increase the comprehensive competitive strength of the county.
It is reported that HTC has completed quite a few sewage plants on BOT basis respectively in Tianchang City, Chuzhou City and Lai’an County in Anhui Province. At the Partnering Conference between Anhui Province and Central Enterprises convened in December 2009, a new Cooperative Framework Agreement was inked between HTC and Chuzhou Municipal Government on the urban water supply and sewage treatment business, enabling a reinforced partnership between HTC and the local government (also including the surrounding area).
